9ish cousin just fell and hit her temple on the sidewalk
So she was letting brother's puppy chase her and she fell and hit her temple/eye socket on the curb. She is crying and family is comforting her with the pain and scraps and scratches, but I dunno if I should bitch about taking her to the hospital to get checked out aka Liam Neeson's wife.

Your cousin fell and got a boo-boo on the sidewalk. My nonMD'ed opinion is that if she can see straight and count her fingers and toes, she'll be fine.

If she complains of persistent or worsening head pain or if she starts to lose consciousness, it's hospital time.
I think the main worry you're on is whether or not she has swelling on her brain? I'm not sure what the insurance situation is or whether there's an urgent care in your area. My money is on that she'll probably be fine with just periodic ice like 20 minutes on and then I want to say 30-45 minutes off.
Someone posted symptoms of concussion so do check those and if you're really worried maybe have an adult nearby when she goes to bed to check on her every so often?

Update, she was fine and lucid the rest of teh day and a trip to emergency confirmed it. Only problem when I saw her today was that she kept moving her arm and making the scrape on her elbow ooze pus.
Its a common misconception that kids are human. they are actually a composite of spring steel and rawhide. I remember jumping off 15 foot chainlink fences after climbing them with friends and landing using the side of my body to soften my blow. Ahh youth
