There is no user-level troubleshooting that you can do to resolve this problem. If you experience this error, you will have to contact Xbox Customer Support for more assistance.
I looked up the problem some more and apparently I'm just screwed for now. Other people are having this problem and MS is just telling they just have to start a gamertag and lose everything. I don't get how MS can have the only console that charges for online play and have the worst service.
Wait, in the 11 hours between posts, you haven't even bothered to call Xbox Support, yet you claim they have the worst service?
Some of us can make that claim because we've actually dealt with their service, but you are simply taking the Internet's word without giving MS the option to resolve it.
E-Mail and call. No call back on either yet. From what I can find it's a Windows Live flaw. Every other person that has had the problem, that I can find, has been told they have to set up another gamertag in order to get Gold status.

If they said they will call you back, give them a few days. This typically means that the phone jockeys can't help, but they escalate it to someone who might be able to (or at least try to smooth things over for you.)
Out of curiosity, before this occurred, was your account already a Live enabled Silver account? If not, it sounds like you may have run into the issue related to the transition from an offline to a Live account.

Yeah, I don't have fond thoughts about offline to Live account transfers.. Offline accounts should never be used if silver Live accounts are possible. I lost soooo much stuff trying to get mine working. If you have to create a new tag for Live, don't delete your old one..
