I was just reading the Dan Slott interview at Newsarama and the character Justice came up. I was all, "Who?" Marvel's sub-B-list characters kind of blend into this gigantic, nameless mass that spills over into titles only when cannon fodder or brief cameos are needed.
On the other hand, the DCU has a metric ton of wonderfully developed sub-secondary characters that will pop up and headline their own books (see: Seven Soldiers, Helmet of Fate) and/or get raped by Dr. Light.
If I'm wrong, which I rarely am, talk up some Marvel C-Z list characters and make me look like a fool.
The thing about C-list characters is that you generally won't be familiar with them unless you read tons of books published by their respective company.
For a pretty good C-List Character story read Marvel Team-Up 15-18, The League of Losers starring Gravity, Speedball, Darkhawk, Sleepwalker, Terror Inc., Dagger, X-23 and Mutant 2099.

I think DC's current advantage in C-listers and lower is that they've been getting lots of appearances lately, from the JLU to 52. It's not that they're better or any more developed, its just that DC has decided it's a good idea to drag them out of limbo and put them at the center of big events. Marvel has just as many good C-listers they could do the same with, they just haven't.

The first twenty five issues of New Warriors, the Bagley/Niceza run were really fucking good. I liked them, anyway.
Mammomax has got to be towards the end of this list. It was great seeing him in New X-Men this month, though. Well, everything about New X-Men is great, but Mammomax was even more so.
Paladin, who most recently appeared in Heroes for Hire, and a back-up in Amazing Fantasy, is pretty awesome. He's basically a dick who occassionally does the right thing. He also slept with Captain America's girlfriend, if I recall correctly.
Slyde, a crappy Spider-Man villain had a great appearance in either the Marvel Age Spider-Man book, or Spider-Man Unlimited. He was basically a dude who could resist friction to an amazing degree, due to his experience with non-stick coating on cookware. During some bank heist, he confronted Spider-Man and basically just managed to annoy Spidey, before finally getting thrown in jail. At the end of the story as Slyde monologues to himself about how all his other 40-something friends are getting old, and he's still young and vital to take on Spider-Man, you realize that he's just doing the whole supervillain thing to feel young. He was later killed during Mark Millar's Enemy of the State.
All the Slingers were pretty cool. A group of college-aged kids with various gifts who were given powered suits by a forgotten golden age hero, the Black Marvel, and fought crime as a team. Each of the characters was really fleshed out and interesting. Following the series, Hornet, or someone wearing his armor, was killed during Enemy of the State by Wolverine, Prodigy got drunk and confronted Iron Man over the Registration Act, ending with his imprisonment, Ricochet joined Excelsior, and will soon be appearing in Loners, and Dusk was never seen again.
Really, Marvel has a lot of cool second stringers. I prefer DC's guys for the most part though, since they do actually get to do cool stuff every now and then.

Eh, it's sort of an intangible, better left to a "you'll know one when you hear of one" kind of thing. Like, Superman and Spider-Man are A-listers. B-listers would pretty much encompass a lot of supporting characters and the like. If you've been an Avenger or Leaguer, there's a good chance you've made the B-list. Not always, though. Vibe is definitely C-list. Same with Wonder Man.
