my guess: someone with a power to reveal rap sheets. hopefully they do the smart thing and use it on people already on the docket.
Am I misreading when I assume Jason Todd had his rap sheet posted and was placed on the docket in the same action? If so, I'm not sure you're correct. Being on the docket doesn't mean anything from the bad guys' perspective (they can almost certainly kill whoever), but having more people on the docket means there are more options for the vote.
I guess what I'm saying is, I disagree with revealing people already on the docket if this power puts them there.

(1) There is a special who can remove two shields, thereby revealing the target's rap sheet.
(2) Two separate one-shielders targeted Jason Todd (not entirely out of the question given his Babylon 5 antics)
As an aside I will be out for pretty much all today, umm, investigating the local fair with my kids. I look forward to tonight's narration and the updated Docket.
I'm sure it's actually a perfectly valid way to get some leads, but now that it's a known thing I find the idea of someone rushing into the forums hell-bent on voting for whomever only to be stopped cold by a bold-red snake-eyes pretty amusing.
Mafiosos quivering in readiness, their leader's upraised hand imploring them to hold...

The village wins when all threats to the People of New York have been removed.

And... just in case anyone was wondering... I didn't write that.
The barbed wire is totally coincidental.
But I will be acquiring all further 3-spots, so if there's a bandwagon starting I'm going to need you all to hold at 2 until I get there.
It is usually a decent chance that the 3rd person to vote for a bandwagon is a bad guy.
That said, Jason todd
Oh, that's not a trap.
Let's put it this way: The Mob is always hiring.
What's your health insurance and vacation time like?
