    my guess: someone with a power to reveal rap sheets. hopefully they do the smart thing and use it on people already on the docket.

    edit: captain eleven makes better sense. same situation applies though.

    Am I misreading when I assume Jason Todd had his rap sheet posted and was placed on the docket in the same action? If so, I'm not sure you're correct. Being on the docket doesn't mean anything from the bad guys' perspective (they can almost certainly kill whoever), but having more people on the docket means there are more options for the vote.

    I guess what I'm saying is, I disagree with revealing people already on the docket if this power puts them there.

    I think we have two possibilities:

    (1) There is a special who can remove two shields, thereby revealing the target's rap sheet.
    (2) Two separate one-shielders targeted Jason Todd (not entirely out of the question given his Babylon 5 antics)
