Help with research on a person

There's a guy here from out of state who is giving me a lot of trouble. Veiled threats and more, and I don't want to go too far into it except to say that he knows where I live (in fact, he lives down the hall), and that calling the police is likely a health risk.

I would like to know if there's some way I can look this guy up. Check and see if he has any outstanding warrants or even peer into his criminal record.

His ID was from New Jersey, and if I remember right, his name

    Not a chance in hell. EDIT: Most things of that nature are not public record. In fact, if you did have clearance to use those databases, it's still illegal to use them for personal reasons. The best you can do is google/facebook/myspace.

    If you have any concrete evidence of threats (phone call recording, letter, witnesses) call the police. If he's full of shit that'll end it. If he's serious he'll get in enough trouble to keep him busy and away from you.
