Yes indeed. Remember, if Seagard is empty, that means it's yours. I learned that as Greyjoy the hard way last match. If his army is going to sit on Lannisport, that means he will have nothing to prevent you from taking Seagard or maybe even Greywater Watch.
Of course, after I inevitably drive out Greyjoy with all my might, which I will, as he faces my army without support from any other territories, it's going to feel a little tight around his neck without Seagard to support his invasion. Having both his leaders in my holding cell will be sweet though.

Can't be done, unless you move the horse with Loras. And leaders only flip when you place a trigger on them during the planning phase and waste the order to activate the leader and they only stay flipped until the end of the march they provoke.
-You cannot bring a leader to an order and then trigger him, it has to be specifically placed on him during the planning phase.
-Leaders must always be accompanied by another ground unit
