From what I've seen, the primary issue to keep in mind with the Nemesis system is that your Nemesis's lines are very.. um.. distinctive. So people should have some idea of the limits of concept they can pull off unless they want to have something really strange happening on their screen.
The Mastermind, for instance:

Absolutely. I have a million ideas for nemeses but I don't know how/if most would work.
So how do the power armor toggle powers work? I tested one of them out, and it didn't "toggle" at all.
Ok, tried some others, and they actually did toggle. Not sure what the deal with the shoulder launcher is, but it would only ever fire 1 shot no matter what I did.
Weird, I could get a full salvo with my Endurance builder, Rocket pods and Shoulder cannon if they had targeting computer
Maybe I just didn't have it set up right. It doesn't really feel like my sort of powerset anyway.
Shoulder Rocket only fires one shot. It's not a toggle, really, it's more like a hands-free charge power, like Orbital Cannon. Once the timer is up, you shoot a rocket.
It's actually quite effective, especially in PvE. Works like the Sniper attack, only you don't get interrupted and you can move around while it's charging. Oh, it does more damage, too.

Alas, Champions is very devoted to pre-80s comic styles...
If the first Nemesis mission is any indication, all of the Nemesis dialogues are cheesy, overblown, and very Silver Age "mwahahahahaha" type villains.
I was pretty disappointed, personally.
Also, to be perfectly honest, the fact that your Nemesis only has four kinds of minions makes the fact that you can't make custom minions for him completely inexcusable.

This is actually my biggest setting gripe with both CoX and CO.
I like my comic environments to be roughly in the nature of the second most recent batch of comic cartoons... Batman: The Animated Series, Justice League, Batman Beyond, X-Men Evolution, etc.
A little comic relief is fine, and I don't want endless grit and doom, but I like for their to be more sinister threats than Evil Toad Aliens.

Yeah, I can see how it would irk you. I don't pay that much attention to mmo plots, so I probably enjoy the cheesy stuff simply because it catches my attention.

I enjoy the cheesy stuff as well, I have never been one to complain about the over the top evil choices you often get in games as I think it's hilarious, but it would be nice if they added some more script sets for nemesis characters so people who don't want them to be that over the top can tone it down.
The minions of the nemeses seem to be way harder than the nemeses themselves.
But I suppose that depends on what framework you give your nemesis.
Also, if you are taking an auto-leveled to 40 character into nemesis content you're going to get buttfucked anyway, because you don't have proper gear for your level.
Love: Project G.I.F.T.. If not, then C.A.P.E., The P.A.C.T., The P.A.L.S. (I have a thing for acronyms, in case you missed that theme). I am also entertained by The New Hampshire Darkmagics. Oh, and since we have so many Munitions characters, I'd even suggest an alt SG called Pistols Akimbo.
Hate: We Are Nice Guys (which I still associate with EVE even though I've never played it), The Lookouts, Power's Allegory (again, reminds me of CoX, plus I'm just not a fan), Deep Crow Hunters.
