There's a comic strip on the internet somewhere I've been trying to hunt down. It's only been described to me by my brother though, so I'll tell you how he described it.
Two guys starting to play Street Fighter, and they agree that they won't play as Ryu because of all the other characters available. But then when the game starts all they do is both play as Ryu and just spam Shoryuken.
Sorry I couldn't be more descriptive. All I know is it's almost definitely not from Penny Arcade.
