It doesn't do anything like that, it tells the Valve servers "I am a TF2 server and I have all these people connected to me."

It saves a modicum of effort of joining a game and joining an idle server in order to: save power/CPU cycles/memory, keep TF2 from bugging out going from windowed mode to full screen, ensure that the idle server being used is set up correctly and works, let your friends know at a glance who was idling by the special message in the server info and only taking up one slot on the server list for your friends, and form real data about item and hat drops.
The last point's kind of ironic. The low probability of getting a hat, divined largely by the idling program itself thanks to the giant amount of data, surely enticed some people to use the program.
And I'm sure some of you remember me asking "how much time is left" and "what points are capped" whenever my HUD bugged out from the windowed mode. THAT is why I switched from regular idling to the program, because I was sick of having to exit TF2, restart TF2, and by the time I get back I'm stuck without a spot on the server. Else I'm a burden to my team.

to be fair, the idler program uses methods that aren't unlike trainers such as aimbots, wallhacks, esp, stuff of that nature. it probably hooks memory, does some naughty things with dll's, etc
so, in essence what valve is saying, even though the things it did weren't bad, how it did it was far too close to hacking to be allowed
