Though, a lot of times with fires in California the reason they get to be so big and so out of control is because the fire fighters and forest services put them down so quickly. What this eventually resulted in were these "super fires" that were bigger and stronger than most fires before then. So, ironically, because they could put out these fires so quickly, it resulted in a bigger build up of brush and fuel. There was a 60 Minutes report on it a year or so back-- not that you would have seen it, but this is where I'm culling my information from.
Ah yeah well it's just a regional colloquial thing. "Bush" here refers to pretty much any grouping of forest/brush/scrub.
It's a little different here from what I understand - if a proper, big bushfire starts here, there isn't really much that can be done to put the thing out, just contain it in certain areas, especially around housing/roads, and let the rest burn itself out. This usually guarantees it won't be back in the region again for a while.
During the winter season, areas close to housing/infrastructure are meant to backburn the excessive ground-cover and undergrowth around them, but this doesn't always happen. From what I gather, it hadn't occured in Victoria due to the green/environmentalist views of that particular region. Preserving all the big trees and "idyllic" lifestyle that came with living in that area was more important.

We lived about 40km away from the town at the time, my friend at the time lived 2 houses away from the whole thing.
He said it sounded like a freight train rolling through their street at 12am.
