To be fair Rare has been making highly polished shovelware for the past decade. So you could be forgiven praising nuts and bolts for trying something different.
Not since the end of the n64's days as I recall. Unless games like dk64 and perfect dark zero are considered timeless masterpieces.
Even relatively decent games like Jet Force Gemini were slightly screwed over by rare's growingly lazy game design. Oh here you're playing a decent run-and-gun action game at first BUT WAIT you can't get to the real end until you spend a bunch of time scavenging for these worthless teddy bears because we couldnt be bothered to actually do something innovative!
