the rifle you're thinking of is a fully automatic rifle similar to rifles issued by the military or the police that usually has all of these things, but has one defining feature, a selector switch.
these automatic rifles are typically unavailable to the law abiding public as they're outrageously expensive (see NFA acts of '34, '68, '86, mainly '86 pertaining to automatic firearms), as you must go through the BATFE to receive a Class III license and pay a tax stamp, and any legal automatic you wish to own is probably around ~$5000 and up, because in 1986 they decided no more new automatic firearms would be allowed to be released or sold to the public. so any legal automatic firearm you see somebody shooting at a range or in a video, is a minimum of 23 years old.
sooooooooo i really hope this clears up the confusion about "assault rifles", and the surprising thing is, even the semi-automatic rifles are usually a fair bit of expensive and are rarely (like, .02%) used in crimes.
and as far as the background check goes, i have seen unpaid traffic tickets hold up a firearm sale after NICS put a hold on the sale.

I know a few dudes that are going to own some fully auto ak47s down here in south carolina because they can, after going through all the required bullshit.

i mean, getting things illegally is what criminals do. and it's not like they have a real regard for the law anyway.
and those guns that are supposedly going from america to mexico? the US gives a lot of firearms to the mexican military.
and keep in mind that 20% of the mexican police/authorities are under investigation for corruption at any one time, not to mention the high rate of AWOL they experience.

edit: but nowhere did it say it was fully automatic in the story, and it doesn't take much to fire 30 rounds. i said it was impossible to shoot 600 rounds a minute with a semi-automatic rifle and reload 200 or 300 times, but 30 rounds ain't much. but it could have been automatic. all i'm saying is, it's illegal for a felon to own a gun anyway.

Chicago's shootings map is all over the place, but if you know the city there's a lot of clearly defined neighborhoods that see just a few per year or maybe none at all. Most of the crime that goes on happens exactly where you'd expect it to happen.
