The pirates would be more likely to surrender to superior firepower and numbers anyway. CEOs of big companies aren't going to want to go to jail and those bringing the pirates to justice don't want to be anally raped in some third world prison. Could that mean that they would in fact have an ROE and people that they answer to? Why yes, I think that is exactly what that means.
