Hmm that reminds me is there a typically a bourgeoisie/proletariat war in Steampunk? I'm not sure why your post reminded me of this.... I haven't read many novels, but it seems like the setting would lend itself to that sort of political commentary.
Probably helps the only steampunk-ish fantasy writer I know is China Meiville.

Most Steampunk that I've read has just been flat-out fucking weird. Like Morlock Night, where the Morlocks from The Time Machine steal the machine and head to Victorian-era London, only to be bitch-slapped by a resurrected King Arthur and Merlin.

I never got around to playing Acranum, did that play with class status at all or was it mainly playing around with fantasy tropes and undermining them in a steampunk setting?
