If hosting, I recommend GoDaddy. I have used them for 3 years, and have had nothing but an excellent experience.
If you mean making a webpage, then it all depends on what you want. If you want a simple text-display site, then you can learn basic HTML in only a few weeks and write your own page. If you want a more complex, web-app like site, you might be better off hiring someone with more experience to do it for you.
Dreamhost is also pretty good for hosting (www.dreamhost.com) Ridiculous amounts of storage and bandwidth for pretty cheap.
Seconded. If you do a bit of searching on the interwebs, you can usually find a coupon code for new registrations that will get you the hosting on the mad cheap for the first year.
I just signed up with HostMonster (http://www.hostmonster.com), and they seem pretty darned decent. All the features you could want and more for $7.95 a month.
They also have Fantastico, which lets you install Joomla, if you're looking for more than a text based page.

I also use Host Monster. You get an outrageous amount of bandwidth, and absolutely everything about it is painless, including setting up MySQL databases, etc. I have experienced no downtime, and despite hosting a large number of media files, I have come nowhere near hitting my bandwidth limit.

ssh access
php, perl and some other stuff.
lots of goodies. (web panel has pre-configured software you can install, has bandwidth reports, etc).
While I use dreamhost, I wouldn't recommend it for anything other than personal websites as it has a lot of downtime compared to other hosts. They offer lots of bandwidth and space for cheap, but they do so by overloading their servers
