We're getting some pretty hardcore ideas here, but something you may want to consider is that the gift won't have any use other than lolzombies. A generic first aid/emergency/road safety kit with a few zombie-specific items, combined with a zombie centric packaging/presentation might have more utility.
Zombie Survival is all about Multi-Purpose. In no particular order, these should be at least considered for weapon/useful tool/multi-purpose bludgeoning device:
All have value based outside the realm of imagination (read: zombies). While I focused on the construction/deconstruction outlook, there are plenty of other items that would be great for a car-based or even grab-and-go pack. Things like a Firesteel firestarter, a multi-tool like a Leatherman (the ax is, begrudgingly, over the top), or even a good day pack (something that can carry water and spread the weight evenly across your body.
Cyanide pills would be a nice touch, maybe just toss a few Skittles into an orange prescription bottle with the label "Cyanide Chewables."
Fruit flavoured cyanide, perfect for a family suicide pact. Nice :^:

A zombie survival kit is like a normal survival kit, but with a shotgun and a machete added to it.
You'll need a first aid kit.
I had a friend that created and mounted a box on her wall that read. "In Case of Zombie Outbreak Break Glass" inside of it she mounted a machete, a BB gun shotgun she touched up to look more realistic, empty box of shells, and a little first aid kit.
Just throwing this idea out there, I'll see if I can find a pic.
Draw a schematic of his/your house or nearby go-to building, and draw on it where and how you would defend it... Blockades, fallback points, supply caches etc. Then at your last fallback point have a reference to "Plan Z".
Go with the fake cyanide pills idea, making the label look quite official, then over it - in red pen - scrawl "Plan Z".
Pretty cheap, but he's probably really dig the effort.

I would be supremely embarrassed if an actual real life emergency did arise and my zombie survival kit turned out to be completely useless. Everybody would be all, "You had the presence of mind to put a zombie survival kit in your car but you don't have jumper cables?" I couldn't live that down.
Additionally, I love tools that have more than one use. If I had to ditch your car and fill up my pockets with what I could take, a Leatherman is a knife, pliers, screwdrivers, and a little saw all rolled into one.
If you read the zombie survival guide you have in there I think there's a chapter about what a zombie survival kit should contain. Mind you it'll be all sorts of hardcore military stuff like night vision goggles if I remember correctly.

3. Give Ving Rhames shotgun.
So maybe throwing Ving Rhames into a zombie survival kit might come in handy.
All great ideas, and definitely for a real practical kit (which will be getting made following the great BOB info on the zombie forum mentioned earlier ) stuff like firearms and massive knives will be included.
My budget for this isn't huge and no I'm not buying him guns or knives. I guess it's meant to be more campy than hardcore...mostly based off of a conversation we had about it several months ago.
I've added a small first aid kit (with some skull and crossbones bandaids I found and plenty of neosporin)

You should also consider relevant black magic literature and some holy symbols in case the zombies are under the control of a necromancer, or liche. Not all zombies are of the virus variety!
The primary aim of this is to go into deserted parts of a city via your helicopter and search for survivors by shouting out (through the loudspeaker) "Hello, is anyone there?".
Also, a helicopter may be handy.
EDIT: Perhaps playing some music in the background to keep you entertained whilst you're shouting out "Hello!" too.

Another good thing would be to get a hold of his phone, or print off some guides for things like guerrilla farming, laying traps and hunting food, triangulating your position and navigating a map, using the stars to find your heading, etc.
You can load it all on his phone if he's got an iphone or something, then buy him a small solar charger, so he would be the king of all knowledge in the PAW (post apocalyptic world)
I was thinking of putting a couple seed packets in there...you know...for growing our own food in the remoteness of where our stronghold is...any suggestions on the best kinds of seeds for sustainable growth?
I was thinking of the basics like corn and beans but anything else?

Of course! A child with basic emergency medical training. I carry one in the trunk of my car at all times, why didn't I think of this!

as you can see they are smaller than the zombie survival guide and you could write in some scrawled notes of your own or modify the cover. Just makes sense to want something tiny to carry around, I wouldn't want extra weight for the fight.
