Dr. Light is dead. Mega Man is destroyed. Proto Man is missing and presumed destroyed.
Dr. Wily has been made ruler of Earth. All people bow before him. Hes rule is law.
Proto Man wakens in the middle of a large desert. His teleporter unit was damaged in his last battle. He was off line while his internal repair unit fixed the damage he took. A year has passed since that battle, where every thing was lost. He makes his way back to Dr. Light abandoned lab. He sees the effect of Dr. Wilys rule on the people. He decided to fight back, no matter what the cost.
