Does that situation occur? It would seem they probably make your ship "poof" while you're on the ground considering the bug where you're player can be the ship and you're ship the player.
Your ship doesn't exist in space when you beam off it, it doesn't exist in space when you go to your bridge either.
In regards to the skill question Locutus Zero, you will gain bonuses for the Lt Cmdr level ship skill but not for the Cmdr or Captain level ship skills in your Admiral ship.

I have it, but I'm too lazy to host it, so I'll just type it out. Also, you get to hear my comments on them, you lucky devils.
Phaser: Chance to disable random subsystem in space, chance to stun on the ground. It's not terribly useful in space, because the disable is about 3 seconds. If you're more than 5km away from a target, you can forget about landing a torpedo while the shields are disabled.
Disruptor: Chance to debuff damage resistance in space and on the ground. I find this superior to the phaser proc, but not by much. Don't forget that higher-tiered skills give bigger bonuses. Phasers/disruptors/photons/quantums are Commander level, so maxing them out gives a lesser bonus than maxing out, say, Tetryon weapons (which are Cap level).
Plasma: Chance to proc fire DoT in space and on ground. Decent, I guess. The damage is really pretty minor, but I suppose it's more consistent than phasers.
Tetryon: Chance to proc shield damage in space and on ground. Hirogen use these. Hirogen are rape machines. You'd need a full compliment of these beams to have a good shot at a proc, though.
Polaron: Chance to drain power from all 4 systems in space, chance to disable weapons on ground. I don't recall fighting anything with these, but I seem to remember people bitching about them in the zone chat, so they must have something going for them.
Antiproton: Bonus crit damage in space/ground. I haven't encountered this either, but I suppose it's a decent general purpose type.

My plan is to pilot a cruiser with nothing but Tetryon energy weapons with a 270 degree arc. Do everything I can to give myself shield strength and weapons power, circle the enemy, kill their shields and draw aggro, and then let a tactical ship come in and kill the hull.

They are fine weapons, even for solo killing. You're gonna need some EPS Conduits on there though otherwise you will run out of power before you know it.

I disagree on Phasers, flying Escort I have at times taken a Battleship enemy from 100 to 0 hull in the 3 seconds the shields were disabled WITHOUT torpedoes.
The three best damage types by far are Polaron, Phaser/Tetryon in that order, but with Phaser and Tetryon being very close to equal.
I fully intend to go 100% Phasers on my Escort.
I was about to say that it fully depends on your layout. I was running all energy weapons, no torps at all, and was doing great. It was also letting me fight by just spamming spacebar -- very cool. The cool part was that I could keep firing for a stupid long time due to the arc.
At the end I did equip a Quantum Torp once I found it in front, though.

Torps are magnificent and worth having on almost every ship, my MKX Quantum Torps hit for 10-15,000 damage on a standard hit, with HY on there and the extra torps that bring you can get insane amounts of damage onto the enemies hull if you timed it right.
Escorts are really best for Tactical Captains I would say, given that Tactical Captains get skills geared towards max damage output and in an Escort there is really little else that matters, it's all about kill before you're killed if you get into a long fight you have already lost.

If you go Science in Cruiser you're pretty much going as an all-around tank with damage and debuff capabilities, if you go science in science you go as a full debuffer (with limited damage and tank abilities ofc).
No cap on BO points and no need at all to worry about losing some by putting some in the wrong skill, by level 42 in beta I had more BO points than I knew what to do with, I was commissioning officers just to spend some points.

I'm not completely sure if it would work, but if you're wanting to avoid downloading it all, you may try adding the client as a non-steam game. Since the game is supported by steam, you should get the same functionality out of it as you would through the Steam downloaded version. Theoretically.
Edit: Since you purchased it through Steam, you could try right clicking on the STO icon in your uninstalled list, and see if it allows you access to your game keys without downloading it.

One key result (I think) was that your captain was one of the smallest factors impacting your ships usage..
Your energy setting and your BO skills had a far larger impact on how you used your ship than the captain skills...
One key concern was training the level three skills to you BOs, because a Tactical Captain can only train a Tactical Officer and that could not be used on a Cruiser because they do not have a high enough level of tactical console. But you can get plenty of uncommon BO's with level 3 skills, you just need to find and keep an Engineer one. Plus, hopefully, Cryptic will change things so you can trade comissioned BOs and not just candidates (then you friendly Engineer Captain could train a BO for you)...
I think what was being proposed was that a Cruiser is pretty much a tank no matter what type of captain is onboard (just slightly different types of tank)...
On the ground however your captain "type" has a far greater impact...
tell me she gets:
1) assimilated
2) oneshot
3) killed by some stupid idea of hers

Actually it makes no sense because the Picard in the TV show and the movie are two different Picards entirely. For one the TV Picard while not a fan of Borg never showed the rage and hatred the movie Picard did, plus the TV Picard would never have shot a person that was being assimilated or tell his troops to fight blindly on hand to hand. So yeah the movie Picard had his intensity turned up to 11.
I'm guessing his rage was due to having more budget?

He took it out on his brother. They got into a fistfight. Picard cried.
Apparently that didn't solve all of his "issues", Picard still wanted revenge.
