So is the skill cap on total skill points or does it stop you whenever you get to the last grade of the last rank?

The two are tied together, so both. The instant you hit RA5, you stop getting skill points. I think the exact number was 60800 SP, or something like that. Any SP you would normally earn beyond that point are instead converted into BO points.

But you don't advance in rank unless you actually SPEND the points, so it has to cap at whatever point amount would normally get you to that level, right? If not, you could theoretically just stay at LT and gather infinite points to get around the skill cap and then when you have enough to buy everything, THEN start spending your points.

Right. When you've gathered enough points to reach RA5, you stop getting more points, whether you've actually spent any or not.

Yes. Once you hit 60,700 skill points, that's it. No more. End of the line.

So science officers on the ground pvp missions are soo OP... but not really.

I have my Lt.Cmd Science captain with the medic kit IV, so I have 1 regen, 1 direct heal, 1 AOE heal.
Then default science skill of tricorder scan dmg resist debuff and expose chance.

I keep running into the fray, then sprinting out again while regen / healing. Once I only have 1 or 2 enemies following me, I turn around and try for some expose/exploit 2 shot kills.

In a 5 vs 2 match, me and the other guy were up something like 8 to 2. And in the final score board I had something like 11k healing.

Problem is, once you get high enough, it doesn't matter. None of it matters. That sci HoT? It removes exposes. But after awhile there is SO MUCH HOLD SPAM that they just hold you until it wears off. I think my record was being chainheld 35 seconds straight until they finally got an expose and one shot me. But being held for 20+ seconds is pretty much normal once you hit captain and above. It's awful.

I mean, since it's just holdholdholdhold it doesn't matter what you do, both sides eventually adopt it as a tactic, and it becomes unfun and retarded. I honestly just zerg the other team in ground pvp now, I don't even care if we win anymore, since we get the same xp win or lose, and I'm not having fun either way. Might as well just get it over with for the rewards.

Also, if they HADN'T chainheld me until they got that expose, I doubt I would have died ever, so frankly the entire ground combat system is bunk. It should never have gone live like this, because if they have any hope of making it fun, it's going to have to be a complete teardown and redo, which is hard to pull off in a live game.

Part of the problem with the game being 'incomplete'.

Phasers/Quantum really is the way to go. Since Phasers/Antipolaron/Disruptors aren't BETTER than each other in any way, just DIFFERENT, yet the skill costs are quite different. Best thing to do is pick one of the cheapest, max it, then never bother with the others.

So, since I'm running engie does it make more sense to run cruiser or should I just stick with my escort? I mean, does an engie build work fine with an escort later tier or do you really need the extra TAC ability?
I think a lot of the tanking abilities you get on an engineer might be wasted on an escort since they're so crazy fragile, but I might be wrong. Engineer definitely works well in a science ship though.
Don't discount what the engineer abilities add. The Rotate Shield Freq means you could take Emer Pwr to Weapons instead of Shields to boost weapon power, and EPS Power Transfer will get you into a fight faster and also boosts weapon power. Nadion Inversion will let you fire high-drain beams and turrets longer before you deplete power.
Yeah, an engineer on an escort works just fine. It keeps the shields up longer, and that's a good thing, because you don't want to have hits to the hull, and when you do get hit, you want it repaired quickly.

The engineer's great in any ship except for BoP because BoPs are made to die.

This happens to me in my Khan uniform all the time. I think bonus items only sometimes show, through some arcane formula.

It's the least of the issues I have with this game. For instance, I would love to do a Fleet Action, but the two nearest two my level are either hilariously undoable in PUG's, or hilariously not in the game at all, yet in my questlog.

I was never able to do Breaking the Planet in beta or on my main character. I'll make another attempt when my alt gets there. Also, I was never able to finish any of the "hostile engagements" for the quest at K7. They always reset prematurely or were just bugged out and not working at all.

Finished Breaking the Planet over the weekend. It takes 5+ players working as a fire team but it can be done.

Yeah, I did this one over the weekend too, it was awesome cause we had two teams, one went right and the other went left, so we were able to finish quicker than everyone working as a massive team, which can get a bit annoying...

You can stealth through most of the mission. The only part you need a team for is killing the Artillery Spotters, and we did that with 3 even level Klinks over the weekend.

Both the Breaking the Planet fleet action and the Space War Zone quest are fixed now. The War Zone still isn't worth it incidentally, as you get no end of action reward. The only thing you get is the quest rewards.

Yeah. BO display names cost 3000 merits to change. I reported it as a bug. That's just way too much for such a minor change. Made a typo on one of mine and it's bugging me, but I'd rather get a new BO and retrain it than spend 3k on renaming mine.
