Recommendations:
Multiplane camera zoom from the owl on the tree might take up more time than the logo is currently shown. If you start the camera farther away, the truck out would be more subtle, and less distracting.
The hobo logo should just remain as-is, but with a three-frame scribble effect like the ones used for Adult Swim's "Home Movies".
You really should just commission two good, clean logos. and then put a sound bite behind them if you really want.
a professional looking image would look a lot better than a quickly thrown up animation. and be a lot easier to buy for 200 bones

just in terms of raw hours, getting a well designed logo and animation for two hundo is slim
best case scenario I could figure for the whole process, from thumbnailing to refinement to proof stage to revision, through storyboard thumbs and keyframing and staging and animation and refinement, you're looking at easy 20 hours work, and likely way more.
animation is tedious, hard work. It don't come cheap.
