I don't know if there's an official number, but basically you make decks with a minimum of say 300 or 500 cards or something like that, with no more than 1 copy of any card aside from basic lands.
It reminds me of how games used to go when I first played before myself or any of my friends had really good decks. It's really a breath of fresh air compared to the games where you can tell who's going to win within the first few turns based on what decks they're playing. A lot more randomness with the cards, but it still comes down to who does the best job of using what they get.
Edit: And the only card limitations are on ones that cause a player to search through their deck, IIRC.
But I like the idea of building a deck around using your general. Never been a fan of using sideboards (I've never played competitively) as I just like to build a deck and run with it as is.
