Summoning and moving are interchangeable; you can send any figure (from on or off the board) to any location in or adjacent to a region you have figures present. So you can move it directly to the Badlands from Tilea, if you wish.

Back in the saddle...
Round 4 Summoning Phase
Khorne (5/7) pulls a mighty bloodletter into the battered lands of the Empire. Nurgle (5/6) lets a leper slither from the devastation of Troll Country into its new home - Kislev. Tzeentch (6/6) forms a Warp Shield around his acolyte in Kislev. Slaanesh (5/6) expands his operations in the Border Princes with a seductress.
Khorne (4/7) raises a bloodsworn from the innocents of the Empire. Nurgle (4/6) hesitantly leaks a leper into Kislev. Tzeentch (5/6) begins his final preparations with an acolyte in the Empire. Slaanesh (5/6) forms an Abyssal Pact (enemy models don't count towards domination) in the Empire.
Khorne (2/7) calls an army of bloodletters into the Border Princes. Nurgle (4/6) waves his Plague Aura into the Empire. Tzeentch (4/6) smiles as he watches time slow to a crawl in Norsca due to his Temporal Stasis. Slaanesh (4/6) calls a seductress into the noble-rich land of Estalia.
Khorne (2/7) whips the quiet lands of Estalia into a Blood Frenzy. Nurgle (1/6) lets the Stench of Death waft over Kislev. Tzeentch (3/6) calls an acolyte from the ruined land of Troll Country into the carefully prepared Norsca. Slaanesh (3/6) calls a seductress to the Border Princes.
Khorne (1/7) flings a bloodsworn from the Border Princes to Kislev. Nurgle (0/6) spawns another plaguebearer in Kislev. Tzeentch (2/6) orders an acolyte in Troll Country to join the barbecue in Norsca, and bring a warpstone while he's at it. Slaanesh (1/6) waves his daemonette from Tilea to the Badlands.
Khorne (0/7) throws the weight of The Skull Throne on the lands of the Border Princes. Tzeentch (1/6) continues the exodus of acolytes from Troll Country to Norsca, with another warpstone. Slaanesh (0/6) gives his daemonette in the Badlands a toy to play with -- a seductress.
Norsca: 1 die
Troll Country: 1 die, 1 die
Kislev: 3 dice, 1 die, 1 die (acolyte cannot be killed)
The Empire: 3 dice, 2 dice
Estalia: 2 dice
The Border Princes: 2 dice, 1 die
The Badlands: 1 die
Should probably take this in strict order, so that people can keep track of potential DIAL tokens and make their kills accordingly.

Well dang, that will teach me not to pay attention I guess, should have killed his cultists. I hadn't even considered the fact that victory could happen this turn.
I thought enough cultists would die in the empire That's a bloody crafty victory, I'm impressed. My big thanks to admanb for hosting the game, it was a pleasure playing with all of you. Now, back to flogging my weak cultists.
Huh; just looked back at this one and noticed you forgot to give Nurgle his VP from the DIAL tick. He actually got 45 points that round, so this game goes back on top for our biggest single VP round.
Actually, Rius asked me how someone got 42 points in a round, so I used the link from the PbP index to find the games where that happened, then looked at it. And then I checked the numbers...
Well, maybe a little bit of a bastard. I blame Rius, though.
