I think the game purposely won't give me a Heavy Football hat because it knows that once I get it I'll just run around every map as a heavy with my KGB out forever.
My biggest disappointment with the Engi update is that the item servers didn't start belching up items like during the Soldier/Demo update. That was the only time I ever found a hat.
Heavy football helmet was my first ever hat *sniff*
But I later got the hound dog and my random craft a few weeks ago gave me...batter's helmet. So I sacrificed it with that piece of crap and I think I got the glengary bonnet.

You basically had unlimited drops when they upped the drop rate during the golden wrench shit. I found another Brigade Helm then :P
