    They would need a 14+ on a 1d20+skill 14 is the minimum to activate a power.

    For example the admirals power most likely failed last turn because he failed a roll rather then being interfered with.

    So apparently the admiral is forcing all tactical officers to fire on the Labius at least once tonight as an extra action. Good job, Wildcat.

    If I use my primary weapons for the forced action, can I use them again for the regular action?
