Actually, each god ticks once, then Khorne gets his second tick. So Khorne can wait to see what Tzeentch and I decide before choosing his upgrade, if he wishes to.
And to answer Khorne's question above, you double-tick since Tzeentch decided to drain power instead of putting a second magic symbol in Bretonnia.

Round 4 Old World Phase
Skavengers crawl from the nooks and crannies of the Old World and spread confusion and plague in the already battered lands.
Skavengers
Place one Skaven token in each of the Badlands and the Border Princes
In the end phase when Old World cards are resolved, the player with the smallest Threat score places one Skaven token in any region where there is at least one Warpstone token, unless there are no Warpstone tokens in play.
Witch Hunters
In the end phase when Old World cards are resolved, in each region containing a Hero token, the player with the greatest Threat score loses one corruption token there, if he has any present. (FAQ: Check threat once, not once per region.)
Once Tzeentch discards, Khorne can start the round.
Blood Frenzy - 0 - At the beginning of battle in this region, you roll two battle dice here and apply any resulting hits before regular battle dice are rolled - In Brettonia
