Maybe I should have, but if I blow assembly this early, everyone else will have significantly more voting power than me, and I'm not going to be able to control the policy voted on this time around. Also, I don't think that you or El Skid are likely to instantly blow your strategy cards- of course, now that I've said that, you may prove me wrong.
This is one of the ways that I like the expansion strategy cards a lot better- when that secondary was on diplomacy, there was no reason not to blow diplomacy early, and no reason not to stall infinitely with politics, which contributed even more to the Yssaril being broken. Pass on Warfare secondary.
