Those scarves took DAYS of multiple people making them just to have enough for the leaders. If you want one, you're gonna have to be a leader. It's your job to find the leaders, not the leaders job to keep track of all of you.
Where's the best places to train once you hit 35? Victory Road?
It's INSANELY ANNOYING, but yes. Victory road and that trail above your house. Also, call trainers until they ask to battle you. XD Eventually you can also get gym leaders' numbers and call them up for battles as well.

The way we trainers should stick out is actually dressing up as trainers, like how I am planning to do. (Nothing too intense, a beanie with the pokemon symbol from HGSS and a lil X* plushie on my shoulder)

Wow, didn't expect the two of you to be on here. Anyway, I was talking about the Magikarp, but it turns out that Mudkip can learn Ancientpower through breeding. While it's likely HALOLZ used an AR to get a bunch of shiny ones, I don't really mind purely cosmetic changes made to a Pokemon, or using cheats to give it moves it can learn on its own. Those codes don't change the gameplay, they just save the trainer time. You might not be able to use them in an official Nintendo tournament, but I'd be fine with it in any other setting.

it's impossible to breed a Mudkip with those two moves. You can get one, or the other but not both.
As for using it in the League, the only way we'd know that it's hacked is if it used both moves (and the GL knew that that combination was illegal). If you make the moveset legal (delete one or both of the moves, only use one of the moves, etc) then we have no way to tell if it was hacked or not. Chances are that your friend wants to use it because it's shiny, right? That shouldn't be a problem.
As a rule of thumb though, most fan made events are hacked

Just because the movesets are legal doesn't mean other things aren't (31 for all IVs, 255 for all EVs, wrong abilities) which can be more broken then a hacked movesets. People are not going to like being denied badges because someone on the forums said it was ok to use a hacked Pokemon as long as "no one noticed".
The Magikarp is definitely not legal. The mudkip is more debatable but if you can prove that it's not max-IVd and has a legal ability, I'd be willing to let it slide. This is not an official ruling, though.

Update: The HALOZ.com Mudkip has maxed out IVs (31 in all stats). For the sake of fair competition, I ask that you do not use it for PPL. If you battle me with one, I will withhold your badge.
Ah, that's why her name looked familiar. Just bought brown and yellow fabric today for mine or I'd buy one of hers. I think I might have to take extra thread back. That stuff is EXPENSIVE. At least with fleece hats, our heads will stay warm and stylish. Thank you Rdr, I'll feel much less like a dork for wearing a poke hat.
