Some areas of the country have a habit of using public funds to back private ventures (most clearly seen in stadiums). I think it may be MCCA owned, but its not clear. For that matter, I think the Westin might be some sort of public-private thing.

Boston loaned a buncha money to the W to build on Stuart St and it still almost went bankrupt.
We'll see how this goes.

It could be built using public funds and then sold or leased once completed. Just because public funds go to building it, doesn't mean that money won't come back into the coffers. That also lets MCCA have more control about placement, style, connections, etc.

A new hotel would be nice, but they really need more places to eat and shop in the area. It's like a ghost town once you leave the Westin/BCEC. The walk to 7-11 was almost completely deserted. A barren wasteland of office buildings that are completely empty on the weekend.
We walked like six blocks to the nearest pharmacy so I could pick up some desperately-needed Advil, yeah.
Although if you are looking for a good restaurant, the Atlantic Beer Gardin is like a 5m walk away, does morning brunches on the weekend, and has Sam Adams Brick Red - a very tasty beer that you cannot get outside of certain select restaurants in Boston. I highly, HIGHLY recommend it. It's a solid 10% of why I'm looking forward to PAX next year.
(10% sound low to you? SERIOUSLY THERE IS SO MUCH AWESOME AT PAX I FEEL BAD THAT THIS IS AS *HIGH* AS 10%.)

Only way that'd change is if people actually started living in that area ...

I approve of this expansion, although with all the roads criss crossing through that spot its going to be hard for them to place it right next the the BCEC. I would suspect the other hotels will complain though about them steeling business.

Yeah, I agree, but part of me thinks it's in the hotel/convention center's interest NOT to have more reasons to leave their properties. Just like the casinos in Vegas, the BCEC would be happiest if you never left, because that means you might be spending money somewhere else.

And of course they want you buying their 12 dollar meal deals (1 hot dog and a small coke).

"You know," said Arthur, "it's at times like this, when I'm trapped in a Vogon airlock with a man from Betelgeuse, and about to die of asphyxiation in deep space that I really wish I'd listened to what my mother told me when I was young." "Why, what did she tell you?"
They need to expand the area around the BCEC first. Man, what a dump. Also, any boston natives know what the deal is with EVERYTHING being closed on sundays?

It may not look like it to you, but the Seaport area has undergone drastic improvements over the last 15 years or so. There was a time when the area was actually used for marine-based commerce and the yuppy 20-something professional crowed stayed out. If you're expecting it to turn into a major retail hub, don't hold your breath. It's going to be a long time before the Seaport starts looking like the Back Bay.
As for the Sunday thing, what was closed? A city is a city. You can get anything you want, no matter the day, if you look hard enough.
Breugers, Starbucks, Dunkin Donuts (big gasp there), etc. Basically "morning staples" that I expect to be open just weren't. We literally couldn't find a single place open between our hotel (Intercontinental Boston) and the BCEC. I've just never seen major chains closed on sundays in any major city.

I don't know the financing procedures for building new hotels, but I'd think private ones are usually built with, ya know, private funds.
An MCCA owned hotel could be interesting. Hopefully it'd be cheaper.
Welcome to New England!
But it is very grey-area.
We'll see how this goes.
