The bank guard stood as close to the bank entrance as he could, his Uzi machine gun at his side. Wish they'd let him smoke on an evening as damn cold as this one. Tires screeching. Wasn't a sound that uncommon next to a busy city street, but then the guard saw the bright yellow van causing it. He knew what that bright yellow meant. By the time he was pulling his Uzi up, he was already dead, chest exploded in a spray of red as UMP machine guns chattered in short bursts from the van.

The men swarmed out of the van in yellow suits and white dress shirts, looking like the world's oddest clowns bursting out of the world's largest clown car. There was nothing funny about the RPG-7 rocket they fired into the bank entrance. Steam from the blast mingled with the screams from the bank patrons. The yellow suits poured inside as smoke grenades filled the bank with a thick, noxious yellow smoke. Citizens caught the expressionless masks of the men, the yellow plastic smiling face that every yellow suit wore. One of the permanently smiling men jumped onto the counter, firing his UMP into the air. “Fear not and instead grin at your fortune, for a chance at your life is within your grasp! Withstand us not and be rewarded with life! Those who resist will instead have cause for frown and fear. The Smile Syndicate is no laughing matter, so keep your heads and your calm!” He was framed in bright fire, that terrible grinning mask staring at them, as the RPG-7 fired again with thunderous roar. The bank's main vault melted from the blast and yellow grinning faces rushed back and forth with bags.

The van was shredded into a dozen pieces as the purple blast subsided. Yellow masks shouted and fired as a figure suddenly emerged from a blast of black, oily smoke in their midst. The tall, gangly figure, clad in a ragged black cloak, grasped a yellow mask. The yellow mask struggled for a brief moment, then lay still, formed into a statue of frozen dark smoke. A katana flashed in the foyer and a yellow masked face rolled as a figure of rock, marble and flesh began to toss men about. The slaughter began inside the bank while the rain poured on the gray streets. Emerging from an alley a man ran with a purse in one hand and a smoking pistol in the other. The casino lights from the nearby Grand Avenue created an unnatural glow, a cacophony of light that formed a haze of color. The lights of the ambulance shone through the rain.

Pearl City, the Devil's Den, existed for another night.

Welcome to Pearl City.

Known to many as Devil’s Den, Pearl was founded as a railroad boomtown and quickly became a vice-town as a place for cattle-drivers and railroad labors to relax and spend money. As the railroad moved past Pearl, it sought to increase its reputation as the “Greatest place for Dice and Vice!”. It gained a reputation as a rough-and-bawdy town, a place to prove that you can hold your own. A gold rush near Pearl saw increased development in the city, followed by a discovery of oil. Pearl continued to develop as a good-time town. Then, during the Great Depression, the city got hit hard. Most of its resorts and hotels closed, casinos boarded up. The city’s economy plummeted. It survived by the petroleum industry, limping through the Great Depression.

As the economy begun to pick up during World War II and oil demands rose, a massive push to revitalize Pearl’s economy was made. The City attempted to get several large factories, mostly plastics production facilities, built in Pearl. The plants opened and workers streamed in. Pearl’s places of sin re-opened. All during World War II, Pearl began to reclaim its throne as the City of Vices. Then the War ended. With the War gone, the plants closed their doors and many of the workers moved away to start new, post-war lives. As the 50s and “small-town” suburbia America arrived, Pearl found itself being left behind. Matters were made worse when the oilfields dried up and the petroleum industry moved on. The city sunk into a deep depression. The economy slumped and once again the City started to dry up.

The City desperately tried new things to boost its dying economy. A major campaign was launched in the 60s and 70s that advertised the City’s “Relaxing Atmosphere”. It tried to cater to the new Hippie Culture and indeed there was some success. A large movement started, with the popular Westgreen Valley “hippie park” being its focal point. In the 80s, another push was made to prop Pearl up, this one billing its historical heritage and tourist attraction. However, the City couldn’t shake the labeling of a “cheaper, seedier Las Vegas”. It was always seen as the city that couldn’t quite make it. As one travel magazine stated, “this pearl turned out to be a fake”.

However, a new economy was starting to rise up, one of illegal narcotics. As the rather large criminal underworld of Pearl saw demands for drugs increase, they were quick to capitalize on Pearl’s corrupt and weak law enforcement, the proximity to good border crossings and the major transportation hub that Pearl is. A powerful drug trade emerged. Pearl served as a point of distributing drugs that were smuggled in from the borders. Even though Pearl was a corrupt, twisted city, organized crime didn’t seem to take a hold. Several times, the Mafia attempted to gain control of Pearl’s flow of drugs but was fought off by local criminal syndicates. In the 80s and during the Mafia’s waning years in the 90s, it managed to get a good grasp on activities but still Pearl’s criminal underworld was mostly ran by biker gangs and local syndicates. The late 90s saw heavy rises in street gangs as they attempted to control the drugs, prostitution and heavy gambling that was rampant in the city.

Today, Pearl serves as shaded beauty, a crumbling tower of former glory. Never reaching the lofty promenade it attempted to obtain, Pearl stands as a shadow of what it could have been. Fate hasn’t been kind to City and it now sits as a massive underbelly, a dark and gritty town that has tried desperately to shake that title. It is a city of mostly corrupt people and many wicked deeds. Violence is very high, as warring gangs fight for dominance. Most of the organized syndicates have left Pearl, leaving it vulnerable and in chaos. The cocaine trade, formerly controlled by the Mafia and local syndicates, is up for grabs. The biker gangs, who controlled the crystal meth labs, are starting to fall out of power as street gangs take over meth production. Gambling and prostitution is still legalized in the City and many second-rate bordellos and casinos are open on the City’s Grand Avenue.

It is a dark, gritty city. TIME Magazine rated Pearl as the “#1 Most Foulest City in America”. Pearl is still a city where one can find a cheap good time. It’s still a place of the vices. Pearl still holds a reputation of being a place where you can prove your own. It is a true proving ground. A saying in Pearl goes, “If you can make it in Pearl, you can make it anywhere”. Fights, drinks, dice, needles and women can be easily found. Pearl earned its nickname “Devil’s Den”.

Welcome to our World.

The world is slightly different then our own. People of extra-ordinary powers exist on Earth ever since it’s beginning. These men and women possess incredible abilities that far surpass anyone’s imagination. Such people have been labeled “meta-humans” by the community. Some meta-humans use their powers for good, others use it to gain fame and glory while a few attempt to control the Earth.
Alongside the meta-humans are costumed adventurers, vigilantes with incredible talents or a simple courageous hearts. While they may not have powers, they employ techniques and gadgetry to give them in an edge. Together, these individuals are called superheroes and supervillians. Super-heroes and super-villains have been around ever since early history, creating legends and myths that surround popular culture. Great battles have waged for control of the Earth, but good has always managed to thwart evil. With the help of world governments and well-doing people, superheroes have kept the world from utter destruction.

However, the world has grown darker and more distrusting. The time is 2016 and meta-humans face a tough chapter in their history. Governments have begun to distrust beings with incredible powers. Fat men who talk in long speeches have passed more and more laws to limit these meta-humans. In some parts of the world, supers have been heavily restricted or outright banned. Some countries have ruled that all supers are “governmental property”. More and more metas begin their campaigns for global domination.

In the US, the country is facing a turbulent presidential election. Here, supers face only limited laws, requiring “charters” to act as a “citizen constable”. Even here, enemies of the supers are amassing in great numbers and rumors spread. Laws keep coming to the Senate floor to restrict the supers even more. Bills restricting supers’ charters to only work in their chartered territory are argued over. Fear-mongering organizations hype any mistake supers make. The supers' greatest enemy could be the political arena. The gathering of all superheroes in North America, largest organization of meta-humans and costumed adventurers in the world, is starting to take a more active role in politics. The Altruist Kinship is sending lobbyists to Congress as the supers watch the political scene, particularly the election, with a careful eye.
In Pearl City, the well-liked superhero team known as Security Actions for Freedom Enterprise (SAFE) has managed to obtain a charter in the largest circuit of the superhero world; New York City. With the departure of the competent SAFE team, Pearl City has erupted into a fresh wave of crime. Smile Syndicate and the Russian Mafia battle each other for control of the many Pearl casinos while they attempt to wrest control of the lucrative drug trade from the street and biker gangs. Small-time meta-villains plague banks and casinos while at night, soldiers from the aristocratic vampire families and gangs of wulvers war over the city. Meanwhile, a corrupt police force and a puppet city government spin the city deeper into debt and ruin.
Taking over the SAFE charter is a new group of meta-humans and costumed adventures. They are up-and-coming heroes, finally getting a shot as real official superheroes. The charter runs along half of Pearl City and the outlying areas, the other half is under charter by another superhero team, the morally ambiguous Devil's Hounds. They face many challenges and obstacles in a crime-ridden city whose citizens aren't as enamored of supers like most of the world is. This is their chance to make it big in the superhero circuit, to make a real difference. Will they succeed? Or will they succumb to temptations, power, and greed?
This is a world where bank guards carry machine guns and hotdog vendors strap on Kevlar and carry a Glock. This a world where construction companies are on standby to repair damage from a massive meta battle downtown. This is a world where the paranormal is normal and the weird is average.

Those Who Matter
Altruist Kinship – The massive assembly of meta-humans and costumed adventurers that provides a unified voice to all chartered constables within North America. Almost all chartered groups are members of the Kinship, sending representatives to the yearly meeting. Each group has a Delegate that votes for the group in the Kinship. The charters are gathered under eleven different regions. Each region elects it's Cord, usually a powerful meta-human. The Eleven Cords are the prime policy makers of the Kinship and often travel to Washington to make the Kinship's voice heard. Each Cord serves for seven years. Overseeing the Cords is the Patron, the leader and representative of all metas and costumed adventures. Ever since the Kinship formed in the early 1700s, the Patron has been the all-powerful Oldfather.

Smile Syndicate - Smile Syndicate’s main business plan is to move into an area and quickly eliminate criminal leadership with brutal and rapid contracted killings. They then begin to expand by hiring muscle and buying out the arms market in that area. The Syndicate moves in heavy weapons and specialists in an area of major resistance. Once they have an infrastructure in place, they pull off several high-profile crimes to intimidate local merchants. The Syndicate then moves into territory, establishes extortion rackets and snaps up business. The Syndicate tries to control the drug and arms trade, with extortion being the third priority. In drugs, the Syndicate mostly deals in cocaine and ecstasy. They attempt to control it via extortion of local street gangs and dealers. In arms trade, they provide local gangs with imported heavy hardware who “franchise” themselves to the Syndicate. Criminals and gangs who resist get destroyed by extremely well-armed and armored foot soldiers.

Syldora Family -
The most influential family in Pearl, the Syldoras are a powerful Vampire clan. They are an ancient family with ties going all the way back to Pearl’s founding. The clan is structured as a patriarchal tribe. The current patriarch is Phaelon Syldora, a powerful vampire and one of the Sunwalkers, a breed of vampires that can exist in the Sun. Immensely wealthy, many of the Syldoras are of high society. The most elite aristocratic members in Pearl are Syldoras. While most citizens know that vampires exist in Pearl, it is not common knowledge that the Syldora is a vampire clan. There are those who suspect...
Devil's Hounds – The other superhero team, the Devil's Hounds have a charter that runs through about 55% of the City. Led by Mistress Shade, the Hounds have been surrounded in a number of controversies regarding them and accepting bribes from the Pearl City Police Department. They have a harsh, bleak form of justice, often “accidentally” killing individuals and causing substantial damage to the city. The Kinship has passed three resolutions condemning acts by the Hounds but the group still maintains its charter.
Office of Civil Services (OCS) – The OCS is a large department that handles all meta-human services. They grant charters, provide legal services, mop-up the aftermath of a supers’ battle and generally act as the public governmental handler for supers. A massive bureaucracy, the well-known OCS is placed under the Dept. of Homeland Security and is the largest sub-agency.
National Extraordinary Incident Agency (NEIA) – A small, fairly unknown agency underneath the Department of Defense. They keep records of meta-humans, conduct research, assist superhero groups in defeating villains and gather intelligence on belligerent meta-humans. They work closely with NSA, CIA, FBI and the Armed Forces.

Organization of Helpful Concerned Citizens– A worldwide pro-supers group, the American-based OHCC is the most powerful legal rights association for meta-humans. Its members include both metas and normal humans. OHCC has been in thousands of legal battles for metas and provides free legal defense for all chartered meta-human groups.

People’s Movement of the Ordinary, Global Liberty Watch, Privacy Protection Association - All anti-super groups, the PMO is a rabid, extremist group who has called for complete and total banishment of all supers and mutants. GLW and PPA are worldwide watchdog groups who claims that supers interfere with private liberties. Other anti-super groups include ACLU, Amnesty International, and Human Rights Watch.

    This is the Pearl in the Rough superhero campaign for Mutants and Masterminds. It will be an IRC/Play-by-post hybrid game, involving six to eight players. Players will be meta-humans or costumed adventurers who have just entered the world of being a professional superhero. They arrive from all corners of the global, with their alternate identities (secretive or not), to form a new team in Pearl City.

    The campaign flavor will focus on stuff like exiled gods, strange villains with a flair for theatrics and a world where superheroes have existed since the dawn of time. It is best described as “Sin City meets Venture Bros.”. Pearl City is what Gotham would be like if it represented Las Vegas. Superheroes are high-profile people, akin to celebrities. Hollywood is a distant subject, with the superhero circuit a much more interesting topic. Comics are the tabloids of superheroes, telling embellished, real-life stories. Alien invasions are normal stuff to a citizen; he's used to a huge downtown fight leveling a few structures that are quickly rebuilt by efficient agencies.

    Heroes can be colorful. Mutants, robots, aliens, minor gods all can be used. Vampires and werewolves exist, for it's a rough, dirty world. An example of possible superheroes are such things as Davy Jones, a water-based superhero with the ability to summon undead pirate zombies. The deity of a level of Hell devoted to those who are unpure of heart and die at sea, Jones is punished by Heaven for a scam and must do good deeds in a superhero group.

    All Heroes are Power Level Nine. All builds MUST be ran past me for approval. All Heroes should have a fleshed out backstory that represents him or her or it finally getting into the superhero track. We are using Mutants & Masterminds Second Edition. Everything from the core is fine, anything else must be shown to me and approved. We will spend one week getting characters ready to go while we also form a good playing schedule.

    . This IC thread will be where stuff happens between the action, the “Batcave scenes”. Here you'll read emails from a government agency or perhaps deal with a Kinship meeting while the real guts of the game will be conducted weekly via IRC.

    Inhabitants of Pearl City

    Mistress Shade
    Leader of the Devil's Hounds, Mistress Shade is a cool and distance superhero. She is often ruthless in her enforcement of Pearl City's laws but is not without a sense of justice. She leads the other six members of her team with an iron-fist, tolerating little. Mistress Shade has been very harsh to those who criticize her and has many enemies within the Altruist Kinship. As the Charter Delegate for her group, she has several powerful friends within the Kinship, political friends with massive clout. As such, no disciplinary action or criticism tends to come from the organization.

    Jack Keller

    Special Assistant to the Mayor and the Director of the Unusual Phenomenon Affairs Office. Keller is the main representative from the City to The Lightkeepers, providing a line of communication between the superheroes and the Mayor, Police Department and other services.

    Roose Rodriguez
    A Special Agent from the National Extraordinary Incident Agency, Rodriguez used to be a Special Agent in the FBI, heading a Hostage Rescue Team. He is the charter's liaison to the federal government, handling interactions with Office of Civil Services, Department of Defense, Homeland Security, Justice Department, CIA, FBI and other federal law enforcement agencies. His office is based out of the charter's main building but also works out of the FBI Regional Headquarters in Pearl City.

    Rachel James
    Rachel is the charter secretary and administrative assistant for the Lightkeepers team. She works at the offices at their mid-town headquarters, doing the mundane clerical and administrative duties of superheroes. She manages the offices, appointments, phones and, with the quitting of the charter dispatcher, currently runs communications. She is a young Caucasian woman in her mid-twenties, a recent graduate of the University of Pearl City.

    Traveler
    Traveler is the head of S.A.F.E. and a popular hero of Pearl City. He is a brilliant time-traveling hero who used to be a roboticist and theoretical mathematician. At odds with both the City government and the Devil's Hounds, Traveler has become somewhat bitter about Pearl but nevertheless has won the admiration of many. Very unpopular with anti-super groups, of which Pearl City seems to have more then it's fair share....

    Trenog, looks good. Interesting concept. I really dig your guy, I think he meshes perfectly with the campaign's general feel. Go ahead and slap a bit of information in the thread here. Welcome aboard.

    Panthera, I need a bit more info. Can you commit to the time, do you have a good idea of what to play? I don't want to fill up slots if a person will stop playing several sessions through or something. I just a bit more concerete stuff.

    I'm thinking of a (super) fast character that fights with a spear. I've got the character pretty much built. I haven't figured out who my character is yet, but i know what he is.


    question:

    i plan on having my spear be a "device" with some number of levels of Strike. Do i need to pick up a rank of Equipment for the base item or is that covered by the device power? also, does it keep the base item stats in addition to the lvls of strike?

    as far as time commitment, i'm free any time after 6 EST tue-thur. any time any other day with the exception of the last weekend in july and the first in august. if thats too large of a period to be mia as far as any IRC stuff goes that would be a shame.

    if my schedule doesn't work i'd be interested in getting in on any future variations of this.

    Yay for ego searches and my name being posted here, cause I totally missed this thread skimming ODAM.

    I know earlier I said I was thinking of playing La Espina, but I've got her all set up for Pony's game now and I don't want to be boring and play the same character twice. So, who to pick...

    Think I might go with War Smith, my tech-suited-tank character. Mild-mannered engineer who uses a prototype power armor to fight off organized criminals who raid his company for weapons tech and kill most of his coworkers in the process, he keeps the suit afterwards to take out the rest of them.

    I'll have to look up how to build the character later.

    As my character stands, I'm maxing out his Wisdom and Charisma stats, and focusing more on skills and feats than his actual power. If any of you are planning on making a Charisma-heavy character, let me know, and I can focus a bit more on power.

    My character is still Captain Faust DeLorean, time-travelling pirate. He's going to be relatively crappy at everything except bending time. Oh, and he'll use a sword. Because he's a PIRATE for crissakes.

    as for the time travel, we are using the following rules. People can travel back in time but cannot change anything. Destiny/fate/choices decide the future, much like the movie Time Machine. The future can be traveled to but it's always different every second because choices are still being made, blah blah.

    Basically, you can't change stuff in the past and the future isn't a definitive look at anything.

    Well, DeLorean's time-travel amounts to teleportation and superspeed, not specifically using time-travel to "win the game."

    Primarily, it explains how a pirate from the Age of Sail is a superhero in 2016. ;)

    Describe the powers that you want, we can probably fill in the blanks for you. After that, it's an issue of purchasing ability scores, feats and skills (just like a normal d20 character).

    Just so everyone knows, I am going on a roadtrip this week as soon as I get out of work today. I will be back Saturday. I will not have internet access. We will be gaming Sunday.

    Everyone MUST have their characters done by Saturday and submitted to me via PM plus posting here a basic character outline. Since I've basically got maybe eight hours at my apartment to look over stuff and correct anything that's wrong, I need everyone ready to go. Use this thread or #bombfell for help on getting your characters made and stuff.

    I was hoping to get an IC thread up for you guys to use but I think I'll write it while I am on the road and post it straight away Saturday. We won't actually post in it until we are done with the first session but play off of the opening post, as I have a huge sequence of you guys arriving in the Pearl City airport and arriving at your new office. Any questions, ask them in the next couple of hours and I might be able to get to it.

    You are all brand-new heroes who just broke into the circuit of professional, licensed superheroes. You don't know anyone, have just arrived here at Pearl City. If you have secret identities, you also have to transplant them to the new community. You all are meeting for the first time.

    Think of yourselves as actors or musicians breaking into your first major gig and walking onto the stage or into the soundstage for the first time.

    Would it be possible for my character to EITHER (already have a presence in Pearl City and meet up with the others near the beginning of the session instead?) OR (sort of migrate into the city in a less happy-go-lucky way?) With the story I made, my character wouldn't really have too much reason to be on a plane, all bright-eyed about campaigning in a city.

    What do ya think?

    For the IRC, as of right now we are around 8-12 but we'll probably shift it to a different time slot that's a bit earlier for the easties. I am down at the biggest 4th July party in Alaska right now (this town goes from 3,000 to 30,000 people in one weekend) and get back like Saturday night, Sunday morning.

    Trenog, you could have migrated to the city a few weeks ago before you got the charter, in whatever method is suitable to you. I just don't want a hero to be so native that they know everything about the city. Returning citizens are a good idea, as the city would have changed in ten or twenty years time.

    Captain DeLorean has been to Pearl City before. Chances are he will again even if he leaves. Sometimes, there are two of him there at the same time.

    That's fine. I figure my character has a bit of a vagrant heart and left the city at some point in order to pursue incursions of the dead in other places. He'll still have his strong knowledge of Pearl City's past from living there and residing there after he came back though.
