Well, the game starts soon after the last person signs up on the site, so I'd suggest reading up on the rules a little bit and then sign up on Sunday if the spot is still open. The opening turn in Diplomacy is probably the most important turn.
Rules wise, it's a very simple game. The hard part is getting others to do what you want.
