Heart of the Swarm is listed right no at $39.99 (USD) to preorder on Amazon; and it's listed as $59.99 elsewhere.
I imagine Activision/Blizzard is going to view this as a "full" release as far as pricing goes so I suspect Amazon will fix this before long. While they will sometimes back out of their pre-order price guarantee, it would probably be a good idea to preorder at amazon anyway now, in case it does save the price, and it goes up to with it will probably be at $50 or $60. If it goes up, even if you preordered it, amazon doesn't charge to preorder and you can always just cancel it later.
