Seems weird that they managed to hunt down every single member of a nomadic culture but I imagine the tattoos were a bit of a giveaway.

fully none of their culture seemed nomadic
they lived in permanent, well established settlements and had a regimented society
sorta the opposite of nomadic, really
i always had the impression that, even though they lived and trained primarily in the temples, the traveled around the world often
which is why Aang had a bunch of friends in every nation and also knew about all kinds of interesting places like Kyoshi Island and that place with the musical prairie dogs
I bet that when the genocide started, all the Air Nomads in the world made a beeline for the temples, thinking they would be the safest place to be.

Everything is really close to water, which makes sense since in any pre-industrialized world.
I figured at least one of them would have been pretty inland, because I mean they can fly on giant bison things, but I guess not
Having flight doesn't really compensate for living far away from a large source of water. The land itself would have to be sustainable, which doesn't work without water nearby until the industrial age can come along and make long-distance irrigation possible.
