    Uh, what? Planet cards you gain should come in exhausted, unless you have Nano Technology like Jol-Nar. Muaat's action is a valid one.

    L1z1x and Creuss remain to declare whether or not they will play on the secondary.

    Round 2: Action Phase Update 1

    The Naalu Collective: Transfer 1 Trade Good to L1z1x (TG 1 --> 0; L1z1x TG 0 --> 1)
    Play Primary Ability of the (6) Warfare II Strategy Card, placing the High Alert token into the Naalu Home System.
    No player plays on the Secondary Ability.
    The Yin Brotherhood: Activate Qucen'n-Rarron System (CP 3 --> 2).
    Move in 1 Carrier, 3 Fighters, and 2 Ground Forces (1 from each of Hercalor and Tiamat) from Hercalor-Tiamat and 1 Cruiser from Yin Home System.
    Land 1 Ground Force on each of Qucen'n and Rarron.
    The L1z1x Mindnet: Play Primary Ability of the (3) Assembly Strategy Card, gaining 1 Political Card (PC 1 --> 2) and 2 Action Cards (AC 1 --> 3).
    The Speaker Token is passed to the Naalu, and the L1z1x play Political Card "Supported Expansion" from their hand. (PC 2 --> 1)
    The agenda passes, 18 votes FOR (L1z1x, Yin, Naalu) to 8 AGAINST (Creuss, Muaat) (Jol-Nar undeclared). Starting with Naalu, each player claims a planet and places a Ground Force on it: Naalu claims Mallice, L1z1x claims Faunus, Creuss claims Mirage, Muaat claims Meer, Yin claims Thibah, Jol-Nar claims Rigel I.
    Creuss plays on the secondary (SA 4 --> 3), refreshing Mirage.
    Muaat plays on the secondary (SA 1 --> 0), refreshing Meer.

    Jol-Nar activates the Primary Ability of the (4) Production Card. We Exhaust Jol (1R), Nar (2R), And Rigels II and III (1R, 1R), add in our bonus resources (2) from the Production card, and keep our Sarween Tools bonus resource firmly in mind to BUILD 1 Dreadnought, 1 Mechanized Infantry, and 2 Ground Forces on Nar.

    All other players may now choose whether to play on the following Secondary Ability:

    Double Efforts: Spend 1 Command Counter from your Strategy Allocation area to immediately build up to 3 units in one of your systems containing one or more friendly Space Docks, even if you have activated this system already. Building units here does not activate the system.

    Wait, more than one person can claim an objective? I thought once one player claims it then it's closed off. If not, then what is the purpose of using the Bureaucracy card to claim objectives before the status phase?

    It let's you claim more than one objective a turn and would allow you to hit 9 before someone else.
