I see no reason to approve of a Naalu-l1z1x trade agreement, nor am I sure if it's even possible currently.
While Naalu and L1z1x do have free contracts and may decide to re-establish the trade link, if Creuss has decided that they will not under any circumstances approve of the agreement, then the turn will be allowed to pass to the next player (Muaat). SeGaTai, you can verify that you would like to close the trade negotiation phase if that is what you want to do.
... alternatively, if one of the two parties with the free contract decides not to establish an agreement at all, then any decision by the Creuss is unnecessary. You can make a declaration in bold dodgerblue, and we'll pass the turn on to Muaat once the strategy card action has been closed officially.
