Based on your earlier question you can't use strategic withdrawal to retreat to a region that contains enemy units, so the scenario you described can't take place. Afterwards the activated region could be attacked and they would behave like any other unit.
0 - Esoteric Technology - 2 shields - Adeptus Mechanicus: your opponent cannot play shields to reduce damage this iteration(forts still count). Blocked!

That is the last co-existence battle. Now we go to the Special Phases step, and with the Diversionary Tactics played, we are at an Event phase. Chaos draws and enacts the top event card, which is:
The Righteous Heed The Call - Do immediately. The Imperial team may place up to 2 Tank Divisions in any area adjacent to the edge of the board, even an enemy area.
Looking at the map, 31, 32, or 25 all seem like good places for them to roll in to reinforce Damocles. Everywhere else we have suitable forces to at least put up some resistance; Damocles is sitting almost entirely uncontested. @Dongs Galore agreed?
The Palace is under attack by the Traitor's forces! The Emperor who has protected us all these years now calls on you to do your part in holding the wall against Chaos!
Just for the record, I promise that by the end of this war, they will be on the side of Horus Lupercal or dead!

Now it is imperium's initiative. It will return to chaos once their icon is the closest to the track, so imperium effectively has three time to play with.

Assemble(1, start, recycle) - Choose a destination area in this region. Move any units and heroes from any number of areas to the destination area. Activate the destination area. STEF - Do not activate the destination area.
We choose Damocles Spaceport and move in 2 one army dude from the Black Ministry, another army dude from Bastion Eternal, and the 2 new tank divisions that just rolled in at 25 for a total of 3xarmy 2xarmy divisions and 2xtank divisions at Damocles Spaceport. +1 initiative.
Edit: It's been pointed out that the defensive lazors at the Black Ministry need at least one army guy there to man 'em, so one will stay behind while his buddy goes to hog the glory. 2xarmy divisions and 2xtank divisions move into Damocles.
I'm pretty sure cards played on the strat board are played facedown, so I've PM'd Farangu the cards actually used. I'll edit what they are back in if I'm mistaken on that.

Actions taken. This brings us to an initiative change, and we will resolve co-existence battles. Only one at the moment, so we go to Damocles. Maps are updated. Combat cards are sent. In co-existence battles, Chaos decides whether to be active or passive first.

3 damage should wipe out your traitorous tank/army divisions no matter how you divide it up. I think that makes it your turn; you should have 2 moves before we have another switch-over.
