They took over after Karona, but then we had the entirety of Time Spiral sealing the rifts and reestablishing other parts of Dominaria the older cultures took over again.
Also last we heard of bolas he had taken interest in anew Phyrexia, so the two aren't mutually exclusive.
God I know too much about this games backstory.

Sliver are da bes!
But all my friends get grumpy when I pull out my sliver deck so I never get to play it.
And It's not good enough to play in modern or anything so It just sits their in it's shiny box, all alone. Which is exactly what a sliver shouldn't be.

this is almost exactly what i was thinking except for the precise loyalty costs and the fact that the ultimate was "search your library for any number of sliver cards and put them into play"
Late to the party, but yea, Dominaria is not all slivers, there being a sizeable population of predators capable of keeping even a sliver population led by Sliver Legion in check. Venser was tinkering with them until he went to NPH and died like a chump. Teferi and Joira are presumably left to deal with them now.
Also yea, library is a hidden zone so you can fail to find.
Giant Ambush beetles makes me want a card called Regular Ambush Beetle and it's exactly the same card but cheaper and smaller.
Also the rules for planeswalkers got really dumb. they went from ill defined psedu gods that could only die when they willed it, to using their spark to close portals and junk.

planeswalkers were cooler when they were semi-divine
they should be potent and mysterious like gandalf or the silver surfer and the focus of the story should be on the little people who get mixed up in their dealings
what if there was a magic novel about an Elite Vanguard who gets summoned on the first turn of a planeswalker battle and has to contend with terrifying spells and increasingly powerful monsters
