Trade negotiations are open! Unfortunately, all the recent conflict has scared off most merchants. The only routes they're still willing to run are between Yin, L1z1x, and Naalu! A special exception will be made for Jol-Nar's 1 agreement with me.
Merchants are too afraid to approach war mongering Muaat space. Trade deals there will never fly.

Honestly I'm surprised trade wasn't like this from the start. Granting everyone all the trade treaties they wanted first turn without demanding anything in return was a little overly humanitarian.
