You can, in 4th, be a: Changling, Deva (Assimar), Dragonborn, Drow, Dwarf, Eladrin (High Elf), Elf, Genasi, Githzerai, Gnoll, Gnome, Goliath, Hengyokai (Animal-shifting Oriental thing), Half-Elf, Half-Orc, Halfling, Hamadryad, Human, Kalashtar, Minotaur, Mul, Pixie, Revenant, Satyr, Shadar-Kai, Shade, Shardmind, Shifter (wereanimal/human hybrid, either wolf or cat), Thri-Kreen, Tiefling, Vrylokas, Warforged or Wilden.
More specifically those are the Races that, at the very least, got a magazine write-up. There are other, less supported options too.

I just wish the other races that got left in the cold could get a little more love. I mean, Hobgoblins, Bugbears, Duergar, Githyanki, Orcs and Bullywugs? That's a handful. They really could have just given them to us. Oh, and maybe something for those poor Bladelings. Also, it was shitty that Gnolls got the shaft when it came to variable ability score bonuses.
Oh, and I also forgot that Deep Gnomes, Goblins and Kobolds got full write-ups, from the last PHB-that-totally-wasn't-a-PHB.

they stopped doing write ups for monster races because they didn't want every monser race to be a playable race.
The only reason why we have stats for most of them is to make NPCs and such what that isn't just you taking a stat block from the monster manual and using that.
But then i've never been too big on them so i find that idea a good one. it is really weird when someone is laying a goblin or a kobold, because well, they're usually the things you're killing.

I like that you single out Goblins and Kobolds, as they not only got write-ups, but write-ups published in physical book form. Probably the last of the races to get that.

Hell, I also like the idea of a world where an ogre strolls into a town and the townspeople stop, turn and look, then go back to talking. So for me, a party with an orc would be pretty spiffy.

i tend to treat a lot of conflict between species as more like gang turf war.
Like one adventure had the players trying to move around a goblin held town, that was at conflict with their kobold slums, and was worried about a band of orc mercenaries that were moving in.
they ended up killing a specialist team of goblinoids based on the cast of predator.
what was my point? I forget, but i tend not to structure things as "go here and kill these" it is more "hey you need to recover this artifact in hostile territory." And i use non humans because it's more interesting.

If I'm doing a standard tolkien-inspired fantasy world game, I tend to write orcs as pastoralists and humans as mostly agriculturalists. There's plenty of natural tension resulting from this divide for the two groups to be at war frequently, and for one to be vilified by the other, but I consciously move away from the "this race is eeeeeevil" trope. It's a matter of cultures clashing. Trolls and such, on the other hand, I have little issue with portraying them as more isolated, fairy tale type monsters rather than as fully fledged races. I usually write elves as nearly extinct creatures on the fringes of societies because fuck elves.
I also prefer to try to show different "races" as actually different species. Seems less weird to me that way somehow?

But that's mainly because we home-brewed what I think is a more interesting version of fluff for them for a campaign a while back. :P
