    Sorry, I just don't generally react well to people telling other people that their reactions are unwarranted based on what they read two minutes ago on Wikipedia.

    Here's the deal with a tie breaking vote in the Senate, particularly as it pertains to Bolling: Virginia's Constitution is unclear on what specifically the Lieutenant Governor is allowed to vote on, so Bolling considered past AG opinions from periods where the State Senate was split and then issued a memorandum to establish a precedent on what he is and is not willing to issue a vote on. The rule of thumb is that on issues where the Constitution mentions Senators or members elected, he won't bother voting because he doesn't feel like he's constitutionally entitled.

    Considering that the chief goal during redistricting in 2011 was incumbent protection and thus ensconced a fairly intractable 20/20 split, that seems like a terrible deal for Senate Republicans. Because the state constitution says explicitly that Senators vote on judges, so Bolling won't even try voting to confirm judges nominated by Governor McDonnell and presumably a future Governor Cuccinelli. It also says the same thing about budgets, so Democrats can effectively prevent the state's legislature from passing a budget they don't like.

    This move is actually pretty important precisely because it's attempting to mitigate the role of the Lieutenant Governor as Bolling has defined it.

    This is really overblown. It's effective 2016 (meaning the Nov 2015 elections). We have a gubernatorial election this year. If Cuccinelli wins, state politics are in a much worse position than it is now anyway. If he loses, that means Democrats have a senate majority (since they'll have the tie breaking vote) and they'll have plenty of chances to undo this before 2015.

    Edit: I'm dumb, Republicans would still almost certainly control the House, so Senate Dems wouldn't be able to undo it. Still, outside of it being a pretty sneaky move, it's not really unexpected or any worse than you see in other states.

    That's not surprising. Less than 40,000 people vote in any given state senate race because voter ignorance or apathy is such an obvious biproduct of putting state leg elections between Congressional midterms and the Presidential election that I'd only be half joking to say that it's intentional.

    I was in the VA Nat Guard for 8 years and now in the reserves for almost 4. In the guard I was in the 2/111th FA in Richmond, then the 2/183rd CAV out in VA Beach.

    My first tour, we served under the 18th ABC which is that dragon patch.
