Cards sent. Since you are now at eight Action Cards, you must immediately discard one from your hand to comply with hand limits.

Alright, you've had 12 hours to step up.
Now - in our infinite mercy and wisdom - we will force democracy upon you.
L1z1X claim the Speak Token and invite the Jol-Narto submit an Agenda for the Assembly to vote on.
For reference, here are the number of votes each player will have:
The Ghosts of Creuss: 19 votes The Embers of Muaat: 11 votes The Yin Brotherhood: 5 votes Universities of Jol-Nar: 15 votes The Naalu Collective: 5 votes The L1z1x Mindnet: 8 votes
Well, normal procedure is for all players to declare in case order of operations matters, and then if there are multiple plays, all cards are revealed simultaneously and resolved in order of play. I'm guessing that's what L1z1x is trying to protect against. Works much better in a real-time environment, of course, but any other teams behind L1z1x in the order (Naalu, Creuss) want to make a play?
L1z1x plays the following Action Card from their hand with conditional intent to target the Creuss.
Thugs
Choose a player. That player may not participate in the vote on a Political Card for the remainder of this round. Play: Immediately after the text of a Political Card has been read and before the first vote is cast.
He's a shy overambitious dog-catcher on the wrong side of the law. She's an orphaned psychic mercenary with the power to bend men's minds. They fight crime!
Oye! Oye! Let this session of the Galactic Assembly be called to order!
Unconventional Measures
For: Each player may draw one Action Card.
Against: All players must immediately discard their hand of Action Cards.
The Mindnet will probably be voting against this agenda. We have silly cards.
Yin or Naalu, if you vote against this agenda, the rest of us will be losing a lot more cards than you, diminishing your disadvantage at the moment.
Muaat, voting against this agenda would be a good idea. It's true!
Who wants unconventional measures anyway? Conventionality never hurt anyone.

Actually, I was just trying to respect the text of the card, which indicates that it must beplayed before any votes are cast.
This is a pretty interesting card, so I assumed people might jump in with their votes quickly.

I think I only have one card left and it's a situational stinker. Everyone ditching all their cards will close the gap between the rich and poor. My prostitute mother didn't die slaving away in a factory so you fat cats could exploit me!
While none of my cards are great I would prefer to keep them. Everyone is going to attack me anyway, don't you want to see then lose some ships in the process.
L1z1x's Action Card passes, and Creuss is prevented from voting on the Political card. Voting may now begin; you may vote out of order if you wish.
The Ghosts of Creuss: 19 votes - ABSTAIN (via "Thugs" Action Card) The Embers of Muaat: 11 votes The Yin Brotherhood: 5 votes Universities of Jol-Nar: 15 votes The Naalu Collective: 5 votes The L1z1x Mindnet: 8 votes

Remember, a vote Against is a Vote for a Fresh Start!
And if you have Neural Motivators, this isn't so bad!

A vote FOR gives you a new shiny toy this round. If your behind, maybe this will help you close the gap-sitting around while the l1z1x/muaat/Jol-Nar occupies your planets isn't going to do you any good now is it.
Seriously, mystery prize. Who turns down a mystery prize.

Just as a minor point of fact, the Jol Nar currently don't occupy any planets or systems belonging to other players. So.... You know.
