If I had to guess, it's because he's on the 40-man roster. According to Cot's, his contract was purchased in November. Doesn't look like Wil Myers' contract has been purchased, though, so that's why he's not eligible. Same with Gerrit Cole.
Yasel Puig is on the 40-man, as well, according to MLBDepthCharts.
