It looks like if the parent does agree then you need to show that they are not of sound mind. Really I was hoping to find a webpage that clearly set out some kind of "Can I adopt?" and "Who can I adopt" set of checklists.

I woke up randomly 5 minutes ago and instead of rumbling and going back to sleep I felt obligated to pick up the laptop and read the Smash Bros update. And now I am here, not even 6AM, and I am awake. And sneezing.
Having a friend who's dad is a lawyer is pretty great though. Especially since he's the most immature guy ever, but also a really great lawyer.
He's gotten a few of my friend out of car troubles, or helped them get compensation from their dodgy bosses, or just told them how to handle legal issues. His exact advice to me was "I don't care how well she sings the backing vocals to Sexual Healing for you, you can't adopt this kid until the mum dies. And you can't adopt her if you've killed the mum, either. Now get out of my house, we're going to bridge night."

Loki - she was visiting my aunt and uncle in Nottingham, walking along a busy main road with the twins, one twin pushes the other into the road. Turns round with a stupid grin on his face. So my mother, needing to get across then and there that this is a very dangerous thing to do, smacks him on the bottom.
Unfortunately this was apparently a 'dodgy' area where social workers actually cruise along looking for incidents exactly like this one! So two happen to be driving by. They stop the car, and say my mother used 'undue force' (it's not illegal to smack a child yet, just to use undue force). This despite the fact that the twin had no mark on him (they checked). My mother tried to explain why she'd done it but the lady had not seen the other twin and dismissed it as 'irrelevant'. (Guess someone was moody that day!)
Police were nearby, social worker dragged mother to police, police were really nice and understanding and said they didn't blame my mother and weren't going to do anything. Probably got social worker's hackles up a bit. Anyway, the social workers got the address where my mother was staying and paid a visit the next day. They were lecturing my mother in front of the twins (so undermining her authority) and the lady who saw the incident says she plans to pursue it as far as she can and will refer it to my mother's local social services, and that she hopes they will pass it onto the school and doctor.
Mother's understandably not very happy, hasn't been sleeping well, and has been advised by the barrister who actually works for the social services to launch a formal complaint about how they handled the situation after it's all over.
Wow that's terrible. I have a lot of respect for social workers; the ones I've met do really difficult work with a ton of compassion, but have an understandably pretty cynical outlook... but that sounds like some real bullshit harassment going on there.
Yeah, I have a couple of friends who work in social services and they're lovely people. This woman was probably having a bad day/feeling vindictive.

Hey, so even though they are sometimes/almost always a rip off, with my new 360 I bought a 2 year replacement plan with it, because I had some extra money and was all like, well, why not, they will probably have new chips later and such and better Xboxes, which you can't say with most products, so I figured it would be worth it. So like, sometime next year, if I feel like it, I can just go walk in and get one of those newer ones just for the heck of it.
Also, man, I hate being awake at 6AM but no going back to sleep
Well, perhaps I could restrain them and call the police, at least if they refuse to leave? The police already saw nothing wrong, so the workers are just harassing her.
Cats are also a good defence against skunks. My mom's neighbor's newest cat patrols at least three acres or so and the skunks don't spray me at 3am anymore.

On the PS3, it's amazing. I haven't seen the PC version, mostly because the game creeps me out!
