Welcome to the second Official Civil War discussion thread, wherein we discuss the seven part Marvel event. The previous thread can be found here. At the beginning of this thread, I’ll summarize a few key things: the Road to Civil War tie-in issues, the main series, and the various tie-in issues. I’ll also keep a list of who is on whose side, and who has died. Please note: these posts will contain spoilers.
WHAT IS CIVIL WAR?
Civil War is a seven part miniseries written by Mark Millar and drawn by Steve McNiven, which began in May, where the heroes of the Marvel universe come to war with each other over the SuperHuman Registration Act. Marvel is promoting it as the most important event in Marvel history, and claims it will permanently alter the Marvel Universe.

New Avengers: Illuminati
The Illuminati, a secret group of heroes that formed in response to the Kree-Skull War, disbands due to Iron Man's proposal that they should all go along willingly with the Super-Hero Registration Act if and when it passes. Fantastic Four #536-537"The Hammer Falls"
The Fantastic Four are called to Oklahoma to defend a research facility against an army of Doombots, led by Doctor Doom, who escaped from hell when the Norse gods were killed during Ragnarok. His goal: Mjolnir, the Hammer of Thor, which fell from the skies, ripping a hole in reality that allowed him to escape. After blinding the Thing temporarily, he reaches the hammer, only to be repulsed by a brilliant while light that disrupts power for miles, and can be seen for just as far. He leaves, stating that he has no need for the hammer in any case. In an unknown location, a man whose suitcase bears the initials DB buys a one-way bus ticket to Oklahoma...
Amazing Spider-Man #529-531: "Mr. Parker Goes To Washington"
Spidey signs an agreement to move into the New Avengers Tower and work for Tony Stark. He and Tony appear before a Congressional committee to discuss the superhero registration act. After one session, Spidey stops an attempt on Stark's life by the Titanium Man, who has foreboding words about the future of America, which are replayed in front of the committee, giving them momentary pause. It is revealed that Iron Man hired the Titanium Man, knowing the reaction it would cause, and knowing that Spidey would be there to prevent his death. As Peter falls asleep at home, a story breaks on the news: 600 people are feared dead in an explosion in Connecticut. Someone or something called Speedball is being held responsible...

Civil War #1 of 7
Filming an episode for their reality show, the New Warriors move in on a group of supervillains hiding in Stamford, Connecticutt. They mop of most of the group quickly, but when Namorita attacks Nitro, he explodes, killing most of the New Warriors, the other villains, and worst of all, upwards of 600 people, mostly schoolchildren.
Various superteams join the clean up efforts, including the X-Men, Fantastic Four, and Avengers, all watched closely by the Sentinels. At a memorial service for the victims, a distraught mother spits on Tony Stark, blaming him for funding those like the New Warriors, saying her son's blood is on his hands. At a nightclub, Johnny Storm is attacked from behind and hospitalized after arriving at a nightclub. At the Baxter Building, many heroes gather to determine their response to the Super Hero Registration Act. The argument heats up, as heroes begin to line up on either side.
Meanwhile, on the SHIELD Helicarrier, Captain America meets with SHIELD director Maria Hill, who asks him how the heroes will respond to the act. He believes that it will split them down the middle, prompting her to ask if he could handle the ones who rebelled. When he refuses to cooperate, she brings in a squad of soldiers specifically trained to take down metahumans. When they attempt to tranquilize him, Cap takes down most of the soldiers, leaps out a window onto a jet, hijacking it and flying away. In the White House, the President laments that the resistance now has a figure head. Iron Man, accompanied by Yellowjacket and Reed Richards, assures him that they will take care of Captain America.
She-Hulk #8 Civil Union
Doctor Strange and Doc Samson return She-Hulk's ability to change forms at will, allowing her, in her own words, to become "a superhero again." Meanwhile, her boyfriend, John Jameson, also known as Man-Wolf, nearly crashes an experimental plane designed to take down "small, low-flying vehicles." Justice and Rage, two former New Warriors and Avengers, come to She-Hulk with a new case: a website called DestroyAllWarriors.com is revealing their identities to the public, and bringing the rage of the public upon them. After She-Hulk takes the case to the courts, the website operator reveals her identity to the public. At the trial, relatives of Stamford victims testify about what they went through, and Rage loses it, reminding the court that the New Warriors were victims too. Captain America has a covert meeting with John Jameson, asking him if She-Hulk would stand with or against him, but John is hesitant to reveal anything. Back at the trial, Iron Man testifies, claiming that if the New Warriors were ran like the Avengers, the incident would not have happened. She-Hulk counters that Kang destroyed half of Washington DC under their watch, and that Iron Man once erased the memories of his identity from the whole world to protect himself. After the trial, Iron Man meets with She-Hulk, saying that they need to police their own, and handing her the identity of the DestroyAllWarriors site designer, who, in a final confrontation by She-Hulk and other former Warriors, is revealed to be Hind-Sight Lad, a former New Warrior himself. As an angry mob forms, John Jameson arrives to quell the disturbance, and proposes to She-Hulk.
Wolverine #42 Vendetta
After crashing a plane containing the Crusader into a cornfield, Wolverine receives a page from the Avengers, and sees the events unfold on TV. An unidentified man in Doomstadt, Latveria also watches the footage. Wolverine helps with the disaster clean-up, while in Port Washington, New York, a woman tells a man named Paul, who seems to be a water-breather, that they need to get on a plane. Wolverine is confronted by a mob, whom he dispatches with words. After the meeting with the heroes in Avengers tower, Luke Cage confronts him about his words about how the world isn't as nice as it seems. Wolverine notes that registration didn't "work out too well" for some friends he had back in Germany a few decades back. Back at the X Mansion, he argues with Cyclops and Emma Frost about going after Nitro, and ignoring their pleas, sets out to find him.
Amazing Spider-Man #532 The War at Home
Peter Parker and Tony Stark fly out to the Stamford disaster site to survey the damage and help with rescue operations. After they conclude, Spidey notes that the civillians seem to be holding them responsible. Stark believes they are right to hold them responsible, and says that he needs to meet with the President. After that meeting, he tells Peter that the President asked him if he was Iron Man, and Tony told him that he was. He also tells Peter that the only way Peter Parker can work with Tony Stark is that if the world knows that he is Spider-Man. Peter protests, but Tony tells him that he has to make a decision, and that if he chooses not to reveal himself, he will become a fugitive, and Tony will no longer be able to protect him or his family. Peter talks with his aunt and wife, who, after a prolonged conversation, tell him that he should stand with Tony, and let the world know the man behind the hero. The next morning, Aunt May hands him a freshly stitched costume, and tells him that true heroes don't run. He meets with Tony, and tells him that he made a promise, and he keeps his promises. At a press conference, he stands up and says that he has an announcement to make...
Civil War: Front Line #1
Embedded Part 1
After a funeral for a New Warriors camera man, Sally Floyd and Ben Urich meet over drinks and discuss the media's response to the tragedy. After the funeral, Ben Urich laments the stories he is being forced to tell to sell newspapers, while Sally Floyd is confronted by Spider-Man in her apartment. He wants the world to know that heroes have families whose lives would be in danger because of the act. He also gives her an "insider tip," telling her to go to Iron Man's press conference the next day. At the press conference, Iron Man, after a short speech about how he has always served the American people, reveals his identity to the world.
The Accused Part 1
In "The Accused," a man in New York leads a police officer to a "UFO" crash, which turns out to be Speedball, who was propelled by the explosion in Stamford and protected with his powers. As they approach, Speedball begins to float, and an explosion surrounds him, killing the two men and levelling a wheat field. He is taken to a lab, where a scientist explained that he was launched over 500 miles by the blast, which should have killed him. His powers absorbed the brunt of the blast, but "fried his circuits" and depowered him. He comes to, and is informed of the tragedy by a SHIELD agent, who places him under arrest.
Civil War #2 of 7
The issue opens with SHIELD agents finding the Vulture, Trapster and the Grim Reaper chained up by Captain America. It becomes apparent that over seventy-two hours, fifteen super-criminals have been captured. They quickly deduce that Cap is no longer working alone.
In New York, Iron Man and a team of heroes take down a Doombot to cheers of the public. Iron Man takes it as a sign that the public is beginning to trust them again, while some of his fellow heroes question the ramifications of the act. Tony assures them that they are doing the right thing.
At the Baxter Building, Reed Richards is working and discussing the big plans he, Hank Pym and Tony Stark are making for the meta-human community. Sue laments that this big plan would send "half of our Christmas card list" to jail, and while Reed agrees, he still feels it's for the best, noting that a rise in unregulated heroes would essentially in the world. Sue questions a mysterious disk marked "42," and Reed tells her it's classified.
As the registration act becomes law, Tony learns that Cap is willing to go the distance for his cause. Just 24 hours after the bill becomes law, Patriot is seen running from a SHIELD helicopter, and being sprayed with bullets before he is promptly gassed. He and the other Young Avengers are taken into custody for stopping a mugging without a license. Meanwhile, Luke Cage and Daredevil watch the unfolding scene on a monitor, and note that Cap and the Falcon are on the scene already. As a SHIELD agent speculates on the "42" project, and complains about heroes "laughing in our faces." This is a bad move, as the driver turns out to be Captain America, and throws him out of the van. In the back, the Falcon frees Wiccan, who teleports them to an underground base, where they are greeted by fellow members of the resistance. Nick Fury has provided a safehouse, and is preparing new IDs for them. As the Young Avengers are freed, Tony Stark holds a press conference, and introduces Spider-Man.
As the world watches (including a thunderstruck J. Jonah Jameson, who falls out of his chair), Peter Parker reveals that he's been Spider-Man since he was fifteen years old. "Any questions?"
Thunderbolts #103 Taking Civil Liberties (courtesy of Riqa)
It starts off with part of the Thunderbolts team fighting Quicksand which after some trouble is captured, as most of you know Spider-man is shown revealing his identity on a nearby TV set, we get a brief reaction from a couple Bolts, some of which used to be villains of his.
Meanwhile Baron Zemo, Fixer and M.A.C.H-3 are meeting with the CSA, Iron Man, Henry Pym and Mr. Fantastic. They talk a bit about past events between them, and then Iron Man explains that due to their past as villains the Thunderbolts wouldn't be hunting down anti-registration super heroes but instead would be hunting down villains that have had more room to operate due to the rift between heroes currently. These captured super villains will then be recruited to work for their cause. Iron Man explains that they are working on a solution to keep these villains incarcerate but in the mean time its up to the Thunderbolts to hold them.
It then switches to a fight between the Thunderbolts and a number of old Beatle armours that had been stolen, a number of jokes are made about them since the original Beatle is a member of the Thunderbolts. After the fight the Thunderbolts are celebrating their victory, Zemo takes Songbird aside and shows us that the Thunderbolts have already started capturing villains three weeks ago (possibly due to Baron Zemo's ability to see into the future) which they have being storing them asleep while submitting them with dreams that shows them what it means to be a Thunderbolt for eventually voluntary recruiting them into an army for purposes unknown.
Amazing Spider-Man #533 The Night The War Came Home
Shortly after revealing his identity on national television, Peter Parker throws up in a White House bathroom. J. Jonah Jameson does not explode at the news; he feels betrayed the the man he considered the last honest man in New York, and says that there is a hell of a place to pay for hurting him the way Spider-Man never could. Spider-Man leaves for home, surrounded by protestors. Aunt May, Mary Jane, Mr. Fantastic and Sue Richards have join a five-way phone conversation that ends with Peter webbing two phones together while Reed and Sue fight. As his plane lands in New York, Pete is served with a five million dollar lawsuit from the Daily Bugle. Many of Spidey's old villains are shown watching the news. Tony Stark announces that he is forming a strike team to take down rogue heroes that includes himself, Henry Pym, Reed Richards and Spider-Man, who was not aware of the news at all. Aunt May is troubled that Pete may have to fight Captain America, and while he and MJ go out to get air, they are assaulted by the press and a crazed Cap fan, who attempts to fire a shot at them. Pete webs the gun, causing it to backfire and the man to threaten a lawsuit for "blowing up his hand." Pete meets with Iron Man, and yells at him for not talking to him before signing him up. Stark apologizes, and introduces him to the heroes he will be fighting along side.
Fantastic Four #538 Street Fighting
The Fantastic Four visit Johnny in the hospital, and Reed and Sue fight over his stance on the Act. Ben chastises them for fighting while Johnny is in a coma, and volunteers to take the first watch. Ben talks to him, and tells him that every bozo in the world is heading towards Oklahoma to try and pick up Thor's Hammer. After Sue relieves him, Ben sees a story on the news about a riot in Yancy Street, and quickly makes his way down, ignoring Ms. Marvel's plea for help in apprehending Silverclaw. He talks to the gang, who tells them that they're fighting the act no matter what, because they believe that the heroes have the right to keep their names private, because they respect them. Ben notes that while he's not a fan of the law, he still doesn't like to go against the government. Realizing that he will not talk them out of fighting the cops, he leaves. Afterwards, it is revealed that the gang is being manipulated by the Puppet Master and Mad Thinker to take out a group of captured heroes on a bus. Meanwhile, in Oklahoma, a man cuts the line of Thor wannabes, and grabs the hammer. A flash of light streaks into the sky...
Wolverine #43Revenge
Wolverine tracks down the truck driver that took Nitro out of Stamford, and "persuades" him to tell him the location. Iron Man drops in, and let's Wolverine know that since he and the other X-men were de facto registered because of their status as post-decimation mutants. And since the government put him in charge of registered heroes, he wants Wolverine to stop his manhunt, saying that they can't afford another loose cannon causing another Stamford. Wolverine let's Nitro's location slip, and Tony tells him that they had a team ready to take Nitro down, but they needed a location. He and Stark argue about how Nitro will be punished for his actions. Meanwhile, in Daytona Beach, a surfer knocks out three other surfers who were giving him crap, while the couple with the pool from last issue looks on and says, "I think that's him." Wolverine and a squad of SHIELD agents drop in on Nitro, hoping to surround him, surprise him, and detain him before he could explode. But, Nitro explodes anyway, and makes a call on his cell to a man in Washington, claiming to have pulled a hat trick in hero deaths: Captain Marvel, the New Warriors, and now, Wolverine. The man on the other end tells him that he is dangerous to be associated with, and hangs up. Meanwhile, the surfer, whose name turns out to be Janus, interrogates the man who drove Nitro out of town, and kills him. It turns out he doesn't like humans. And back at Nitro's cabin, Wolverine knocks Nitro to the ground just as he's getting ready to drive out of town...

Embedded: Part 2
Ben Urich wanders through the halls of the Daily Bugle, reflecting on Peter Parker's revelation that he is Spider-Man. Avoiding reporters and claiming an exclusive on the interview. And while leaving a message on Pete's phone in the elevator, he is surprised by Pete's presence on the walls of the elevator. Firestar and Sally Floyd discuss the act in a bar, where Firestar states that she can't afford to keep being Firestar, and quits. Back at the Daily Bugle, JJJ fumes about Parker lying to him about his identity. Robbie tries to get him to let Urich run a story on Parker, but Jameson refuses, and says to run it on a real hero. A drunken Prodigy protests the Registration Act by standing on a ledge and yelling his objections. As Iron Man arrives and pleads with him to stand down and register, Prodigy attacks him, calling him a traitor. Iron Man fends him off, and Ben Urich notes that he and the few New Yorkers who had been on the streets had just seen the first shot fired in the Civil War...
The Accused: Part 2
Speedball sits in a holding cell, and asks to see his lawyer. A government agent tells him that the only way to avoid jail time as an unregistered combatant is to register under the act and work as a trainer for SHIELD. He refuses, saying he did nothing wrong, and that what happened in Stamford could have "happened anywhere." As two guards take him to the prison, he pleads with them, asking them to think about his family. One guard says he is thinking about family: his cousin, who died in Stamford. He is given another chance to register, and still refuses. He is placed in a prison awaiting transfer, where the inmates throw him to the ground and promise that he'll have a "good time..."
The Program
Norman Osborne watches Peter's press conference from prison, yelling about how Parker "broke the rules." As he throws the arm of his chair through the TV and says that Parker's a punk, two SHIELD agents ask him if he's ready to play by a "new set of rules..."
New Avengers #21 New Avengers: Disassembled: Part 1
Captain America tries to focus his thoughts by drawing, but can't take his mind off of recent events. As he attempst to focus, he is ambushed by SHIELD forces. As he fights them off, one of the soldiers is revealed to be his old friend, Dum Dum Dugan. Rather than finishing off his old friend, he calls in that the SHIELD agents took him out, and escapes to an old SHIELD bunker, where he meets up with the Falcon, who also refuses to go along with the government. They leave the bunker to recruit other members for the resistance, fighting crime along the way. Cap and the Falcon attempt to bring Henry Pym into the fold, but, although he refuses to fight them, he holds them untill SHIELD personnel can arrive. Regardless, Cap and the Falcon escape to recruit others.
X-Factor #8 Collision Course
As Quicksilver wanders through Mutant Town, heading to X-Factor's headquarters, Layla Miller redirects some ex-mutants in his direction. Meanwhile, Mutliple Man and Strong Guy discuss a conversation with Cyclops, one in which he said that Quicksilver might be in town, and might be dangerous. Siryn reads the Daily Bugle and complains about the slant Jameson is giving the registration act story. She receives a call from Multiple Man, who tells her that maybe they should look at the bigger named heroes for information about the Decimation. One of Madrox's multiples shows up to register the X-Factor team, since he has been working for SHIELD. One of the men Layla sicced on Quicksilver flies by, thanking Pietro before falling to the ground. Layla complains that he was supposed to force him into the path of a bus, instead of touching him. Madrox discovers that DNA samples he collected from two different men are exact matches. Siryn runs into Spider-Man, and uses her new-found ability to lull people with her voice (like mythical sirens) on him to get the secrets of House of M out of him. Rictor and M register with the SHIELD dupe. Siryn calls Madrox, and tells him that Cyclops had lied to them about the Decimation, and as she arrives back at HQ, Quicksilver approaches Layla, who tells him that they are each other's nemesis. He tells her to stay out of his way.
Embedded: Part 3
Sally Floyd meets with a more obscure group of anti-registration heroes, including Typeface and Solo. The group, which includes more than a few veterans, claims that they didn't fight overseas for something like this to happen. At the Baxter Building, Ben Urich meets with Reed Richards, and questions why Reed believes that the act is so necessary. Reed shows him a chart displaying the areas of police involvement in costumed criminal activity, and a projection of where those areas will be in five years. Urich questions the validity of statistics in a situation like this, to which Reed replies, "numbers don't lie, not really." Sally rushes to the scene of a skirmish between the pro-registration Bantam and the anti-registration Thunderclap. As Bantam accuses him of ruining his one chance at "getting right," Thunderclap dodges a punch and knocks Bantam back into a gas tanker, which explodes upon impact. As Thunderclap looks on in horror, firemen rush forward to try to save him, but it's too late: Bantam is dead.
The Accused: Part 3
Speedball meets with She-Hulk, who assures him that she is fighting his "unregistered combatant" status. Speedball still insists that he did nothing wrong, and says they're using him as a scapegoat. She-Hulk doesn't disagree with him, but asks him to look at it through the eyes of a judge or jury. He says he wishes he could go back and change what happened, but he can't. She tells him that he should "change the present." At another meeting, She-Hulk lets him know that she had managed to get his sentence down to three years of community service doing what he'd have been doing anyways if he registers. Speedball still sees it as an admission of guilt. She tells him it's the best offer he's ever going to get. He tells her he'll sign...the day hell freezes over.
Sleeper Cell: Part 1
In Maine, a woman lies dead outside a fiery building, surrounded by water and fish. The story flashes back to a woman who buys a fish from the shop in the building, commenting how Joe, an employee, is so good with the fish. She also notes that his accent soudns "Eastern European." He tells her that's close. They close shop, and on the news, a story breaks about a minor earthquake just offshore that causes a number of whales to beach themselves. Joe gets up from the couch, and goes into the bathroom, where he injects himself, and transforms into a blue-skinned man with pointy ears...
Thunderbolts #104 Taking Civil Liberties
The Thunderbolts are very successful in their efforts to reign in the supervillains hoping to take advantage of the Civil War. However, the government, along with a number of heroes still don't entirely trust them. Hank Pym is openly antagonistic towards Zemo. Meanwhile, Zemo and the rest of the Thunderbolts recruit their captured villains into a Thunderbolt army. As they train them, the captured villains ask what's in it for them. Zemo offers them a chance at redemption...and a chance to humiliate their heroic nemeses. Shortly after, he transports to Manhattan, offering freedom and redemption to his archnemesis: Captain America...
Civil War #3 of 7
In the aftermath of Peter Parker’s surprise revelation at the end of part 2, Reed travels to Wakanda to attempt to bring the Black Panther into the fold, but is rebuffed. At the Sanctum Sanctorum, Wong informs Yellowjacket and the Wasp that Dr. Strange would not be supporting the act, and had in fact gone into seclusion to fast, hoping to find a way to resolve the conflict. And at the Xavier Institute, Emma Frost informs Tony Stark that there is no way the X-Men will support registration, but will not assist Captain America either. On his way out, he is approached by Bishop, who asks if they can talk.
Meanwhile, Captain America, Hercules, Daredevil and Goliath go over their new secret identities in a diner, and lament what registration has stolen from them. They are called away to a chemical plant fire, changing into their costumes in an alley. At a New York hospital, Johnny Storm wakes up from his coma, asking for his sister.
At the chemical plant, Cap’s Secret Avengers discover that the fire was a trap set by Tony Stark when Cloak and Wiccan are hit with tranq darts. Iron Man approaches Cap and offers him full amnesty if he registers. Cap refuses to surrender, and Iron Man asks if Cap will listen to his plans for the super-hero community. Cap agrees, and the two shake hands. Iron Man discovers that Cap has planted a SHIELD device in his hand designed to scramble the circuits on his armor, and, paralyzed by the device, he is knocked to the ground by Cap. Goliath yells at the resistance to head for the water, and the heroes that are still standing begin to fight. As Spider-Man and Captain America battle, Tony Stark’s armor systems reboot, and he quickly moves to put Captain America down. Hercules tears his way through the battle, trying to save Cap from Iron Man, as Maria Hill directs her forces to send in “Codename Lightning,†and a lightning bolt flies from the sky, sending Hercules flying. As the other heroes stand by in shock, Thor stands revealed, Mjolnir in hand and lightning filling the sky behind him…
Civil War: X-Men #1 of 4
At the Xavier institute, the Beast informs Kitty Pryde that something is happening on the grounds, where the 198, the surviving mutants in the wake of House of M, are sequestered. Noting that it sounds like they’re tearing the place apart, he decides it would be a good idea to inform Cyclops. On the grounds, a strike force led by Domino attacks, intending to free the 198, taking advantage of a riot on the grounds. Bishop leads the Sentinel Squads in a counterattack, but is disabled by Caliban. The X-Men arrive on the scene, but allow the 198 to escape in order to avoid casualties. Bishop rebukes them, and leaves. He later meets with Iron Man and a General by the name of Lazer at Avengers Tower, where Iron Man instructs Bishop to bring the 198 in as peacefully as possible, drawing the ire of General Lazer, who is upset that he was not authorized to use the “necessary force†to bring the 198 in. Back at Xavier’s, Cyclops, Angel, Beast and Iceman sneak away from the mansion to find the 198 before Bishop does, leaving Emma behind. Shortly after they drive off, Emma is approached by a new look Sentinel that orders her back onto Xavier property…
Cable & Deadpool #30 The Hero Hunter
Deadpool, hoping to earn himself a hero hunting badge, attacks the Great Lakes Champions in their Milwaukee headquarters. After being subdued by Squirrel Girl, he discovers that although the GLC had already registered, they were going to give him a badge anyway. Afterwards, Cable informs Deadpool that he is in town for a meeting, and that Deadpool should really figure out whose side everyone is on. Deadpool follows Cable to his meeting with Captain America, learning the new secret identities of his Secret Avengers. At the meeting, Cap declines Cable’s offer to relocate to Providence. Deadpool goes after Daredevil, and after a brief fight comes face to face with all of the Secret Avengers…
X-Factor #9 Trust Issues
Quicksilver arrives just as Siryn delivers the full story of what happened to cause the Decimation, causing a great deal of anger, which Pietro attempts to diffuse by pointing them towards the Registration Act. The group turns to Madrox for a decision. In response, he leaves. Layla Miller tells him where he should go to help him make a decision, and when he arrives, he helps the former New Warrior Aegis escape from a group of SHIELD agents. The Astonishing X-Men arrive to bring Quicksilver in, and are confronted by X-Factor, who want to know why they were lied to. When they attempt to move past them to apprehend Pietro, Siryn blasts Colossus back, causing Cyclops to open fire. Madrox jumps in the way, producing a huge mass of dupes. Faced with an enraged Madrox, Cyclops explains why they kept the truth hidden, but Madrox disagrees, and when the X-Men proclaim their neutrality in the Civil War, Madrox announces that he’ll be holding a press conference to declare X-Factor’s opposition to the Act. The X-Men leave, and let them know that when their “little kingdom†falls down around them, the X-Men won’t be there to help.
New Avengers #22 New Avengers: Disassembled Part 2
Iron Man and Ms. Marvel attempt to convince Luke Cage and Jessica Jones to register. Instead, they remark that it sounds a lot like “Mississippi in the 1950s.†After they leave, Jessica states that she has to go to Canada with the baby, and urges Luke to come with. He refuses, and after she leaves for the border, he is approached by kids from his neighborhood who ask him if he’s going to sign. He tells them no, and that night, just as the act passes, SHIELD agents arrive at his door. He responds by throwing a couch at them, but is outnumbered. Captain America, Daredevil and the Falcon arrive to rescue him, and on their way out they hijack a SHIELD tank. At a Canadian convenience store, Jessica sees the news that Luke made it out okay, and smiles.

Well now that I think about it I would rather trust an anarchistic community of unregistered superheroes then a buerocratic one. The training and income is true, but not really that much. Just look at soldiers. Yeah you can get an education, but if there is a war on they don't wait for you to get your college degree before they send you out. Also, now a days, there is always a "war" on. sigh.
They might be doing that with Arana.
