No, he was a Cylon Leader the whole time. Cylon Leaders are openly Cylon from the start, they may just end up more pro-human than pro-cylon depending on Agenda cards.
In any event, if Sherman Cottle has an XO, I can nuke and spring Tenek from the brig, nuke twice, open fire with the main batteries, do an amusing jig, etc. The other good option I can see is for Lampkin to get XOed for Mega-Quorum Overdrive.

Our only... loss-risk, I think, is 2 jump track advances on Doc/Romos crisis with no raider activations. Even if raiders - they will trash pegasus.
