Jazzpunk is "a comedy adventure game set in an alternate-reality Cold War World, plagued with Corporate Espionage, CyberCrime™, and Sentient Martinis. Gameplay is inspired by spoof comedy films and cartoons of yester-year (EG: Naked Gun, Airplane!, Hot Shots Part Deux, etc), with a focus on weird gadgets, exotic locales and open-world style exploration, rather than brain straining physics puzzles, or a kills-per-minute gorefest."
Basically it's a comedy game where you run around doing... things. If you're interested in how the game plays, check out the previews at the bottom of this post. Otherwise, just get ready to laugh, I guess.

Probably the really tiny lines do some funky waltz with the refresh rate of your monitor plus a dash of good old optical illusion.
LCD screens still have refresh rates; that's why you get screen tearing, because your refresh rate is less than your FPS and so the images aren't synced properly. LCD monitors generally note their refresh rate in Hertz; these days, pretty much any LCD screen is going to have at least a 60 Hz refresh rate, but you can also find them with stuff like 240 Hz.
So as you drag the screen down, all those little lines look funky through the refresh rate. Plus, lots of close lines play havock with standard visual perception. Case in point here; lines can do all sorts of crazy stuff, like make you think straight things are bent or moving.

Spoils a few jokes, but if you laugh at them in the preview that's like laughing at them in the game I guess.
I'm not sure, but it just sold me on this game.
Maybe I was expecting a little too much, but I've been disappointed at how linear the levels seem to be. The first one, I pretty much had to stumble around absolutely everything until I finally found the 'right' path to trigger on to the solution. Its amusing in places, but I was hoping for something more sandboxy.
