I pay €750 a month (including utilities) for a 1-bedroom in The Hague. It's expensive but my alternatives are living with roommates, moving back in with the parents or becoming a single mom and applying for social housing.
€750 including utilities may qualify you for rent subsidy if your income is low. The limit on that is at €690 excl. utilities. Only for low incomes though.
Social housing may end you up with a bigger house if your wait time is zany large, but most rent 40-50m2 for around 600-650 exclusive.
It's a major flaw in the social renting system that the quality of your house doesn't factor into the rent at all, even the worst appartments in bad neighbourhoods are pretty much at or near the cap.
