So .... how easy is it to pick up the intricacies of Civ V?
(I've never played a Civ game before)
Civ 5 is the easiest to pick up so far in the series. I'd recommend the Complete Edition so that you start out with the expansions...at a minimum, Gods & Kings is mandatory.

Nuuvem might be different, but from what I understand they buy steam codes for dirt cheap and then resell them for slightly more so they make a profit while the developer, and also Valve I guess, gets fucked over

It's easy enough to learn the basics, but I think the tutorial doesn't go into much detail on some of the finer points like Happiness (or maybe I just didn't pay attention when they talked about it).
On your first playthrough you explore the tech tree, and the game will take you a while as you learn what each tech and unit and resource is for. But it's on subsequent games that you'll really come to appreciate the diplomacy, culture and tourism features, and realise why people have hundreds of hours banked in this game.

Neverending Nightmare also looks neat but I'm afraid the majority of scares got spoiled in the Two Best Friends video.

I haven't been able to figure out how to buy something from them using converted currency, much less navigating their store.
If that's the route people choose to go, there are active Buy/Sell threads on both NeoGAF and CAG, with rating systems to verify users.

No, they imposed region locking on gifts. I just bought Ground Zeroes this morning and it activated just fine.
You buy using converted currency with Paypal. Paypal automatically makes it your local currency.
