you can have hopper minecarts run under the soil (which you make move with a piston to break the crops) and collect all the shit then drop it off in chest
You can capture villagers who are farmers who will plant and farm for you automatically too I think now. Just use water to capture everything every now and again.

weak international institutions don't have much enforcement power, even less than civil damages, arguably. certainly cannot track down people and court martial them. so their ability to administer unprecedented windfalls or emergencies is weak.
