Water collectors on the side of a mountain- what for?

So my father found a couple of big water collection tanks up in the mountains in the middle of nowhere. Here's 1 (and a lovely partial shot of his finger):

Anyone know what the heck they're for? They don't seem to be that old, as the construction seems to be in good repair still etc. But they're located 50+ miles from anything. But someone put in a lot of effort to build them. Why? Google is failing me here, so it's up to YOU!

    Of note, in some counties water is "claimed" in all of its forms. Whether it's from the ground, canal, or sky someone owns the rights to it. Meaning that collecting said water is against the law. Normally this law is oft-overlooked for rain catchers because really who's going to bother prosecuting that? But several years into the worst drought this state's seen in a long time, when water rights are a huge hot button issue? That changes things a bit.
