That's a "I am trying to crush this thing" stance in the second to last panel.
The light could be a couple of things. She's exerting a great amount of force without actually managing to touch anything, she's being blocked from entering the photo and the thing blocking her is obscured by the light, she's materializing something via the light, or she's trying to "enter" the photo.
But I don't think that last one is very likely. More like Human Annie has blocked Fire Annie, will scold Fire Annie, and then provide some much desired exposition while telling Fire Annie not to hurt the photo.
